"Don't think for a second that corruption and money laundering in a place like the Democratic Republic of Congo doesn't impact international security. When banks fail to fulfill basic compliance requirements–and when governments turn a blind eye–organized crime and terror financing will always flourish." - George Clooney, Co-Founder of The Sentry

Dear Supporter,

Today, The Sentry released a new report, "*Overt Affairs* [ [link removed] ]," documenting how two North Korean businessmen openly busted international sanctions in the Democratic Republic of the Congo (DRC). The report uncovers how they were able to freely generate revenue and use a bank in the DRC-activities that private and public sector institutions in the country should have stopped in their tracks.

The activities exposed in "Overt Affairs" could represent a threat to international peace and security. International sanctions programs on North Korea focus heavily on disrupting access to the international financial system, due to the danger that revenue generated overseas could ultimately be used to fund the country's nuclear weapons program. However, weak internal controls and oversight mechanisms in the DRC make certain sectors fertile ground for those seeking to evade sanctions. These frailties not only put the DRC's banking sector and broader economy in significant danger, but they can also have global implications by undermining the effectiveness of international sanctions programs and the integrity of the international financial system.

Measures must be taken to address the troubling North Korean sanctions-busting and to help strengthen the DRC's banking sector against illicit actors. You can read more about The Sentry's specific recommendations here. [ [link removed] ] [ [link removed] ]
