*Notice of Intent to Adopt Expedited Rules Without a Public Hearing
*The Environmental Quality Board (EQB)'s Notice of Intent to Adopt Expedited Rules Without a Public Hearing has been published in the May 18, 2026 Minnesota State Register [ [link removed] ]; Revisor's ID R-04945, CAH Docket Number 23-9008-41570, for the Proposed Rules Relating to Mandatory Categories for Environmental Review and Amendments to Rules Governing the Environmental Review Program Addressing Gas Resource Development Projects, "Minnesota Rules" Chapter 4410.

The EQB is proposing expedited rule amendments to require certain gas resource development projects to have an environmental assessment worksheet or environmental impact statement before they are permitted. The proposed rules address projects involving the extraction and production of hydrocarbon and nonhydrocarbon gases and require environmental review of these projects based on their size, location, or particular techniques proposed to produce gas. The proposed rules do not address proposed oil production projects because oil is not known to be located in the state.

*Project description: *Xcel Energy, GRE, Minnesota Power, Otter Tail Power Company and Missouri River Energy propose to add approximately 100 miles of a second 345 kV transmission circuit on mostly existing double-circuit capable transmission structures between the existing Alexandria Substation in Alexandria, Minnesota, in Douglas County and the Minnesota/North Dakota border in Holy Cross Township, Clay County. The existing 345 kV structures were previously permitted and constructed as double-circuit capable as part of the CapX2020 Fargo-St. Cloud 345 kV Transmission Project. The Project will be located within the existing 150-foot transmission line right-of-way (ROW). An estimated 107 new monopole structures, including 86 within Minnesota, are planned for specific locations along the route to accommodate required turns and highway crossings. The Applicants anticipate construction to begin in July 2028 and to place the project in service in June 2032.
