In today’s So, Does It Matter? Podcast I talk with Jon Coupal, President of the Howard Jarvis Taxpayers Association, for a deep dive into California taxes, Proposition 13, the billionaire tax proposal, and the growing war over who pays for California’s endless appetite for spending.
We started by talking about HJTA itself — its roots in the original Proposition 13 tax revolt led by Howard Jarvis, and why the organization still sees itself as being in a constant defensive battle against efforts to weaken taxpayer protections in California. Jon also explained how the initiative process has become one of the last remaining tools for taxpayers to push back against entrenched political interests.
From there, we turned to Tom Steyer’s repeated calls to “close corporate loopholes” in Proposition 13 — language that sounds harmless until you unpack what it actually means. Jon walked through the mechanics of “split role,” why it would dramatically increase commercial property taxes, and how those costs inevitably get passed along to consumers, renters, employees, and small businesses. We also discussed why many California voters may be far more centrist on tax issues than Sacramento progressives assume.
We then shifted to the proposed billionaire tax, which Jon argued is really a wealth-tax framework disguised as a tax on ultra-rich individuals. We discussed the practical impossibility of valuing assets, the constitutional problems buried inside the proposal, and the provision that could remove California’s constitutional barrier against broader wealth taxes in the future. In other words, today’s “tax the billionaires” pitch could become tomorrow’s tax on ordinary Californians with appreciated homes, retirement assets, or businesses.
Jon also explained why he believes the billionaire tax could unintentionally trigger a broader taxpayer backlash against multiple statewide and local tax hikes expected on upcoming ballots — including union-backed measures and local tax increases already headed toward voters this year.
Finally, we wrapped up with a discussion of HJTA’s Save Prop 13 initiative, formally known as the Local Taxpayer Protection Act. Jon explained how the measure would tighten voter-approval rules for local taxes and roll back massive real estate transfer taxes that cities like Los Angeles have imposed in recent years. We spent considerable time discussing how transfer taxes evolved from small administrative filing charges into what many property owners now view as confiscatory taxes on real estate transactions.
