The use of earned wage access (EWA) products, which provide access to wages earned but not yet paid, has increased significantly over the years. As costs of living continue to rise, these products can help users bridge temporary cash shortfalls or navigate short-term emergency expenses.


Yet inconsistent federal definitions and policies have resulted in a fragmented EWA regulatory system, with consumer safeguards varying from state to state.


As policymakers consider their own EWA policies,

a new Urban Institute data tool provides a national snapshot of adopted EWA-specific laws and regulations, enabling users to compare and evaluate regulatory frameworks, product design features, and business practices across states.

The tool assesses how 12 states have regulated EWA across 22 provisions related to licensing, fees, disclosures, debt collection, reporting requirements, and more.

the tool , policymakers and regulators can understand how their peers have approached specific EWA practices and inform the development of their own practices that ensure oversight and strengthen consumers&rsquo; long-term financial well-being.
