Now a full-grown xenophobe and close advisor to the president, Miller has made punishing immigrants his single-minded goal. That's exactly what he's done as the architect of Trump's immigration policy -- and Vanity Fair now reports Miller wants to make the pandemic immigration restrictions a permanent part of American life.
