A killer used a ghost gun to shoot a 2-year-old four times.
On the Fourth of July 2023, when families in Philadelphia's Kingsessing neighborhood should have been happily enjoying cookouts and running through sprinklers, a gunman opened fire.
He killed five people, including a 15-year-old child. A 2-year-old survivor was shot four times in the legs.
The gunman should never have had a gun.
He had documented mental health concerns and was convicted in 2005 of a gun charge, which should have prevented him from buying firearms. He would have failed a routine background check at any law-abiding gun dealer , but he bypassed the background check system entirely by ordering a ghost gun kit online.
Because of a loophole in state law, ghost guns are still exempt from state public safety laws. That’s why we need state lawmakers to act.

Ghost guns are homemade firearms that lack serial numbers. They're cheap, often 3D-printed, and specifically designed to help people avoid background checks . Local law enforcement cannot stop the proliferation of these firearms without action.
Ghost guns are increasingly the weapon of choice for people who know they can't legally buy a gun, or want their gun to be untraceable.
State Rep. Morgan Cephas introduced a bill to ban ghost guns (HB 1065), but it’s been stalled in committee. One thing that will move the bill forward is broader public support from lawmakers. That’s why we’ve set a goal of securing 75 cosponsors for Rep. Cephas ghost gun ban.
We’re more than halfway there — 53 representatives have publicly backed the bill so far , and we know more lawmakers will sign on as cosponsors if constituents ask and tell them this is important. This year is full of opportunities for real change if we keep the pressure on.
EVERY gun dealer, buyer, and manufacturer should be accountable to the law.
