This week, Virginia voters made history.
With 51% approval from nearly 3 million voters, Virginians passed a constitutional amendment allowing their Democratic-controlled General Assembly to redraw congressional districts in response to Republican gerrymanders in Texas, Missouri, and North Carolina. The Delaware Democratic Party congratulates the people of Virginia, the Virginia Democratic Party, and House Speaker Don Scott on this victory.
This was not a partisan maneuver. It was a democratic response to one.
Donald Trump directed Republican legislatures to redraw maps mid-decade—outside the normal post-census cycle—to lock in House seats ahead of 2026. Legislatures in Texas, Missouri, and North Carolina complied, with no voter input. Those legislatures chose their voters. Virginia and California chose a different path.
California placed redistricting before voters in November. Virginia did the same on April 21. In both states, voters were trusted to decide—and they said yes. That contrast matters: one approach imposed from the top down, the other decided by the people.
The Delaware Democratic Party believes voters should choose their representatives—not the other way around. In Delaware, that principle is law. Our constitution requires districts to be contiguous, population-balanced, and not drawn to favor any person or party.
Fair representation is not a courtesy—it is a constitutional obligation. And it’s a standard every state should meet.
Virginia's amendment is temporary by design. It sunsets after the 2030 census, at which point the state's bipartisan redistricting commission resumes its work. That detail is not incidental. It reflects a Democratic commitment to fair processes, not permanent advantage.
