Hello from the State Capitol,
With the third legislative deadline in our rearview mirror, most House committee work has ended for the year. This means the majority of our time is spent on the House floor approving bills, including one of mine that was passed with strong bipartisan support.
* *
*DOMESTIC ABUSER FIREARM COMPLIANCE*
Legislation I’m chief-authoring that establishes a standardized process for those convicted domestic abusers who are ordered by a court to relinquish their firearms was approved by the Minnesota House this week.
A recent article from the Star Tribune highlighted two recent domestic murders where orders for protections had failed. Ten years ago, KARE 11 found 2,937 OFP cases where the abuser was convicted and ordered to transfer their firearms, while in only 119 of those cases were they actually transferred and removed from the hands of the abuser. This problem has been around for a while and it’s clear that action must be taken.
The goal of the bill is to get guns out of the hands of dangerous abusers convicted of domestic child abuse or domestic abuse. We have seen repeated instances of courts not following up on their orders for removal, which has led to murders of people who had feared for their lives and petitioned the court for protection. If a person has been convicted of domestic violence, and a judge has determined they are a danger to others, this bill would require that individual to turn in their firearms and would create a compliance hearing process to make that happen.
*SOCIAL MEDIA BILL HEADS TO HOUSE FLOOR*
The Minnesota House Ways and Means Committee passed my bill that helps ensure children are protected from social media. Next stop is the House floor for a full debate.
The bill would require social media platforms to use age-estimation technology to terminate children’s accounts (if 15 and under) if no verifiable parental consent is given. It would also prohibit the use of addictive features in the accounts of minors who do obtain parental consent to have an account, and it would prohibit targeted content or advertising for minors in Minnesota. Social media platforms would also need to verify kids’ ages using their current technology to estimate age.
*100% FRAUD TAX PROPOSED*
This week, a bipartisan bill to recoup some of the money stolen in fraud made it through the process. I am a co-author of this bill, which would force these criminals to pay a 100% fraud tax on the amount they swindled. The tax would apply to any person or organization convicted of fraud or who receives compensation in exchange for participating in fraudulent activity.
The tax collected would then be put into a tax relief account, where it could only be used for income or property tax relief.
