Arizona is no stranger to strict voting laws.

Back in 2004, a proof-of-citizenship requirement created a split system, leaving tens of thousands of “federal-only voters” — people who are able to vote in national elections but blocked from state and local elections because of documentation hurdles.

Now, Republicans in Washington are trying to take that model nationwide. Through the SAVE Act, millions of Americans could be stripped of their access to the ballot box.
