As your Representative in Congress, it is my privilege to deliver this newsletter with opportunities for federal grants in District 10.

Grants are available to individuals, non-profit organizations, and state or local government entities.

As you may know, federal funding is extremely competitive and limited in availability. It is my hope that this newsletter will be a helpful resource for you in the grants process.

FEMA Hurricane Irma Funding – Department of Homeland Security

  • Recipient: Orange County Government
  • Award: $8,675,991.46
  • Description: This award provides $8,675,991.46 in federal funding to Orange County for debris removal operations as a result of FEMA-DR-4337-FL (Hurricane Irma). Project funding is authorized under Section 428 of the Robert T. Stafford Act.

2020 Urban Area Security Initiative Grant – Department of Homeland Security

  • Recipient: Orlando-Kissimmee-Sanford Metropolitan Statistical Area
  • Award: $3,500,000
  • Description: The Urban Area Security Initiative program assists high-threat, high-density Urban Areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. This grant is specifically for the Orlando-Kissimmee-Sanford Metropolitan Statistical Area and will be administered by the Orange County Sheriff’s Department.

2020 Buses and Bus Facilities Grant Program – Department of Transportation

  • Recipient: Central Florida Regional Transportation Authority (LYNX)
  • Award: $2,840,000
  • Description: This grant funding will be used by LYNX to purchase electric buses to operate on its LYMMO Orange and Lime lines which circulate downtown Orlando and provide direct service to the Amway Center, Orange County Courthouse, Lake Eola Park, LYNX Central Station, UCF Downtown, and Valencia College Downtown free of charge. In addition to eliminating emissions, investment in electric buses offers a variety of benefits including less vibration and noise, and lower operating costs.

Airport Taxiway Pavement and Lighting Rehabilitation Program – Department of Transportation

  • Recipient: Orlando International Airport
  • Award: $1,346,666
  • Description: This project rehabilitates 4,000 feet of the existing Taxiway E and 1,200 feet of the existing Taxiway F needed to extend the useful life of the pavement; rehabilitates the existing Taxiway E and Taxiway F lighting system to extend its useful life and , enhance safe airfield operations during low visibility conditions; rehabilitates 3,200 feet of the existing Taxiway J and 1,600 feet of existing Taxiway L needed to extend the useful life of the pavement; rehabilitates the existing Taxiway J and Taxiway L lighting system to extend its useful life and enhance safe airfield operations during low visibility conditions; rehabilitates the existing Taxiway N and associated connectors lighting system to extend its useful life and enhance safe airfield operations during low visibility conditions; rehabilitates 9,000 feet of existing Taxiway N and 1,200 feet of existing associated taxiway connectors needed to extend the useful life of the pavement. This grant is funded by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) of 2020 to increase the Federal share to 100 percent.

CARES Act Recovery Assistance Grant – Department of Commerce

  • Recipient: East Central Florida Regional Planning Council
  • Award: $400,000
  • Description: The U.S. Department of Commerce’s Economic Development Administration (EDA) is awarding a $400,000 CARES Act Recovery Assistance grant to the East Central Florida Regional Planning Council, Orlando, Florida, to update economic development plans and fortify programs to assist communities in responding to the coronavirus pandemic.

Student Support Services Grant – Department of Education

  • Recipient: University of Central Florida
  • Award: $261,888
  • Description: Through a grant competition, funds are awarded to institutions of higher education to provide opportunities for academic development, assist students with basic college requirements, and to motivate students toward the successful completion of their postsecondary education. Student Support Services (SSS) projects also may provide grant aid to current SSS participants who are receiving Federal Pell Grants. The goal of SSS is to increase the college retention and graduation rates of its participants.

Fulbright-Hays Group Projects Abroad Grant – Department of Education

  • Recipient: University of Central Florida
  • Award: $95,348
  • Description: This program provides grants to support overseas projects in training, research, and curriculum development in modern foreign languages and area studies for teachers, students, and faculty engaged in a common endeavor. Projects may include short-term seminars, curriculum development, group research or study, or advanced intensive language programs.

Early Head Start-Child Care Partnership Grants – Department of Health and Human Services

  • Recipient: Community Coordinated Care for Children, Inc.
  • Award: $7,927,674
  • Description: Through this announcement, the Administration for Children and Families grants are awarded to public or private non-profit organizations, including community-based and faith-based organizations, or for-profit organizations that seek to provide a high-quality, comprehensive birth-to-five program incorporating both Head Start and Early Head Start funding, or to provide for Head Start only or Early Head Start only, to children and families residing in Osceola, Seminole, and Orange Counties, Florida.

Health Center Cluster Grants – Department of Health and Human Services

  • Recipient: Community Health Centers of Winter Garden
  • Award: $3,595,945
  • Description: This grant awards funds for community-based and patient-directed organizations that deliver comprehensive, culturally competent, high-quality primary health care services. Health centers also often integrate access to pharmacy, mental health, substance use disorder, and oral health services in areas where economic, geographic, or cultural barriers limit access to affordable health care services. Health centers deliver care to the Nation’s most vulnerable individuals and families, including people experiencing homelessness, agricultural workers, residents of public housing, and the Nation’s veterans.

  • Award: $1,365,552

Clinical Research Related to Neurological Disorders – Department of Health and Human Services

  • Recipient: American Society for Neurochemistry
  • Award: $25,000
  • Description: To support extramural research funded by the National Institute of Neurological Disorders and Stroke (NINDS) including: basic research that explores the fundamental structure and function of the brain and the nervous system; research to understand the causes and origins of pathological conditions of the nervous system with the goal of preventing these disorders; research on the natural course of neurological disorders; research on mechanisms associated with stroke and other cerebrovascular disorders, effects of trauma to the nervous system, neuroplasticity and regeneration, and tumors of neural tissues; improved methods of disease prevention; new methods of diagnosis and treatment; clinical trials; drug development; development of neural prostheses for stroke and paraplegia; epidemiological research; and research training in clinical neuroscience.

State/Tribal/Territorial Partnership Initiative to Document and Sustain Disparity-Reducing Interventions – Department of Health and Human Services

  • Award Ceiling: $300,000
  • Application Deadline: August 26, 2020
  • Description: The State/Tribal/Territorial Partnership Initiative to Document and Sustain Disparity-Reducing Interventions initiative supports projects to demonstrate if modifications to existing evidence-informed interventions for selected health issues will significantly improve health outcomes for racial and ethnic minority and disadvantaged populations. OMH intends projects funded under this initiative to help build the capacity of state, tribal, and territorial governmental health agencies to achieve two main goals: (1) test modifications to existing public health programs or practices (interventions) to assess if the modified interventions are successful in significantly improving health outcomes for selected health issues; and (2) develop effective plan(s) to sustain successful interventions after the award period. Projects are expected to address two health issues, one from each of the following two lists: (1) HIV, maternal mortality and morbidity, physical activity, or substance use disorder; and (2) nutrition, sickle cell disease and trait, diabetes, Alzheimer’s, lupus, or cancer prevention (i.e., addressing risk factor(s) specifically for stomach, liver, or cervical cancer).

Responding to Staff Trauma and Organizational Stress in Prisons and Jail Settings – Department of Justice

  • Award Ceiling: $175,000
  • Application Deadline: August 28, 2020
  • Description: NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Accessing and reviewing available and emerging research and information on the subject of vicarious trauma, secondary trauma, compassion fatigue and job-related stress in prisons, jails and related disciplines will provide the background for determining the current understanding of this issue. It will also provide the foundation for interviews/focus groups/surveys/polling and other information gathering activities. Through these activities, it is assumed that successful strategies currently utilized by prisons and jails will emerge and become the foundation for recommendations regarding effective approaches that could be replicated in other agencies.

2020 Citizenship and Assimilation Grant Program: Refugee and Asylee Assimilation Program – Department of Homeland Security

  • Award Ceiling: $1,800,000
  • Application Deadline: August 31, 2020
  • Description: The goal of the Refugee and Asylee Assimilation Program (RAAP) is to provide extended assimilation services, which build on, but are not intended to replicate, those resettlement services funded by the Department of State’s Bureau of Population, Refugees, and Migration and the Department of Health and Human Services’ Office of Refugee Resettlement, which prioritize early economic self-sufficiency. The primary focus of the RAAP is to provide individualized programming to LPRs who entered the United States under the U.S. Refugee Admissions Program (USRAP) or were granted asylum, to attain the skills and knowledge required for successful citizenship and to foster a sense of belonging and attachment to the United States. LPRs who entered the United States as Cuban or Haitian entrants or on a Special Immigrant Visa (SIV) are not eligible for services under this program. This grant strives to promote long-term civic assimilation of those LPRs who have identified naturalization as a goal yet may need additional information and instruction to attain it.

FAA Aviation Research and Development Grants – Department of Transportation

Youth Engagement, Education, and Employment Department of the Interior

  • Award Ceiling: $2,000,000
  • Application Deadline: September 15, 2020
  • Description: The U.S. Fish and Wildlife Service's (USFWS or Service) National Wildlife Refuge System (NWRS) is accepting proposals from non-profit, state, and local government youth and veteran serving organizations with the interest and capacity to work cooperatively with the USFWS to develop introductory educational experiences in natural resource careers to young people and veterans, including culturally, ethnically and economically diverse students, and underserved communities that traditionally have low participation in outdoor recreation activities through hands-on experience and mentoring at a variety of USFWS programs including but not limited to, national wildlife refuges, fish hatcheries, and ecological services offices. Under this program, individuals and/or groups of youth, young adults, and veterans:
    1. Will be introduced to natural resource careers through hands-on work with, and training by, natural resource professionals employed by the USFWS may be given the opportunity to serve both seasonal and or year-round assignments.
    2. Will enhance conservation stewardship; increase outdoor recreation opportunities for all Americans and improve the management of game species and their habitats for this generation and beyond.
    3. Will be introduced to various real-world conservation and rehabilitation activities such as invasive species management, habitat restoration, wildlife management, public education and interpretation, disaster response and mitigation, and communications, mixed with informal and formal training sessions directed by USFWS employees during assignments.
    4. Will enhance and expand public access to lands and waters.
    5. Will be provided feedback for their future growth and may receive consideration for future employment with the USFWS.

Disaster Resilience Research Grants – National Science Foundation

  • Award Ceiling: $400,000
  • Application Deadline: September 15, 2020
  • Description: With this joint solicitation, the NSF and the U.S Department of Commerce (DOC) National Institute for Standards and Technology (NIST) call for proposals for research to advance fundamental understanding of disaster resilience in support of improved, science-based planning, policy, decisions, design, codes, and standards.

Supporting Equitable Development and Environmental Justices in Brownfields Communities – Environmental Protection Agency

  • Award Ceiling: $600,000

  • Description: EPA’s Brownfields and Land Revitalization Program is to ensure that residents living in communities historically affected by economic disinvestment, health disparities, and environmental contamination have an opportunity to reap the benefits from brownfields redevelopment. The Program has a rich history rooted in a commitment to environmental justice and to helping communities revitalize brownfield properties, mitigate potential health risks, and restore economic vitality. A brownfield site is defined as real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of hazardous substances, pollutants, contaminants, controlled substances, petroleum or petroleum products, or mine-scarred land.
