Dear John,

After 47 days, Congressional leaders are finally moving toward a solution to the partial DHS shutdown--but it will be a long two months getting there, and your voice is needed now to keep the pressure on.

Here is where things stand. The Senate has passed a bipartisan deal that would fund most of DHS, but it leaves Immigration and Customs Enforcement (ICE) and parts of Customs and Border Protection (CPB) temporarily unfunded. The House is expected to take this up when it returns next week. There is discussion of passing a reconciliation bill (like the one last year) along party lines, but Senate leadership is advocating for a narrowly focused bill that only covers immigration enforcement; while congressional conservatives are pushing for other priorities, including the SAVE America Act. Narrow or broad, the president has given Congress a deadline of June 1 for reconciliation. (A potential third reconciliation bill, to be crafted later, is being floated by Senate leadership to cover those other priorities, but many conservatives are rightly skeptical that that carrot will ever materialize.)

The stakes for our nation's security could not be higher. President Trump has taken bold, decisive action against the Iranian regime, and with experts warning of Iranian-linked sleeper cells poised for retaliation on our soil, our homeland security agencies cannot afford uncertainty over funding. The recent mass shooting in Austin, Texas--two dead, 14 wounded--raises alarms that hostile actors may already be operating here at home. For believers, this is a moment for intercession: prayer for our leaders, for the people of Iran living under tyranny, and for the protection of our nation.

Prayer and preparation are not in contradiction; Biblically, they go hand in hand. In the book of Nehemiah, the authorities called the people to pray while also setting a watch day and night, continuing the work of restoring the walls, and remaining vigilant with their weapons at the ready. That example speaks directly to our moment.

Republican and Democratic leadership must hear from you now. Join us in calling on Congressional leadership to:

  • Immediately pass full FY2026 DHS funding--no more shutdowns, no more delays.
  • Surge resources to dismantle Iranian proxies, sleeper cells, and border vulnerabilities.
  • Hold the line on a focused, passable reconciliation bill to fully fund border security and ICE--and get it done by June 1.

Make your voice heard today. Sign the petition below and tell Senate Minority Leader Schumer and House Minority Leader Jeffries to stop blocking the funding our homeland defenders need. Our nation is at war and now is not the time to play politics with our national defense.

After signing, please forward this email to those in your circle of influence. The signatures of your family, friends, neighbors, co-workers, and those in your small group will help move the needle to restore funding for the critical federal functions that keep America safe.

And join us in prayer for wisdom and discernment for our leaders. America needs statesmanship, not partisanship.

Sincerely,
The FRC Action Team

Dear Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries:

With military operations currently underway in Iran, the United States is in a state of war. We pray for you -- our leaders -- to have wisdom, for protection for our men and women in uniform in the Middle East and for the people of Israel, and for the freedom of the people of Iran.

Here at home, counterterrorism warnings highlight the danger that terrorist sleeper cells associated with Hezbollah, Hamas, and the Iranian regime are poised for retaliation on our soil.

The recent mass shooting in Austin, Texas, which may have been tied to the U.S. and Israel's strikes on Iran, underscores this threat. Yet a partial shutdown since the end of January threatens to cripple the Department of Homeland Security (DHS). While Immigration and Customs Enforcement remains funded from earlier last year, the men and women of the Transportation Security Administration, the Coast Guard, and the Federal Emergency Management Agency continue to go unpaid as Democrats make unreasonable demands of our law enforcement officers.

With America responding to a heightened state of threat, we cannot afford to leave federal agencies tasked with safeguarding the homeland unfunded. It is time for you to join House Speaker Johnson and Senate Majority Leader Thune to:

  • Immediately pass full FY2026 DHS funding -- no more shutdowns.
  • Surge resources to dismantle Iranian proxies, sleeper cells, and border vulnerabilities.
