Early Primary Voting has begun!
Saturday was an historic and tumultuous day for President Trump. He has upped the
ante tremendously with regard to both financial support for pandemic recovery and
political jockeying for the presidential election. Among the Executive Orders signed
Saturday afternoon was an Order extending unemployment payments at the level of
$400 per week, with a portion of that to be funded by the several states. The underlying
issue is that the power of the purse, the power to spend money on a program such
as unemployment payments, lies with the Congress, per Article I, sec. 9:
"No Money shall be drawn from the Treasury but in Consequence of Appropriations
made by Law..."
Yet here we have the President ORDERING an expenditure of Treasury funds without
an appropriation by Congress. Congress now has a binary choice. It can either acquiesce
to the Executive Order and allow it to take effect, or it can sue to block the Order.
No matter which path Congress chooses to take, Congress will be the ultimate loser.
Should Congress acquiesce, it will have allowed a great shift in the Constitutional
balance of powers in favor of the Executive branch, to its own detriment. Should
Congress choose to sue to enforce its rights and powers, it will be seen as obstructing
a flow of benefits to the American public. Further, that obstruction will be seen
as coming from the Democrats (assuming Senate Majority Leader McConnell does not
participate in the suit), and will be an electoral boon to the Trump campaign.
For three and a half years, one of the favorite Democrat descriptions of Donald
Trump has been "moron." Moron, indeed!!

Early primary voting is open, as was mentioned above...if you haven't voted by mail,
and don't wish to wait until Primary Day, August 18, vote early!!
