Area of Focus Spotlight: Artifical Intelligence

Algorithms and artificial intelligence (AI) play a central role in modern life, from determining search engine results and social media content to eligibility for jobs and insurance. The Center for Democracy & Technology is focused on ensuring that AI is used in a responsible, equitable manner, from the design phase through to implementation.

The Center for Democracy & Technology (CDT) works with stakeholders to develop guidance around AI and machine learning that ensures fairness and equity, protects privacy, encourages innovation, and promotes incentives for the responsible use of automated technology. Building on principles established in conjunction with the civil rights community, CDT's work on the ethical use of automated decision-making technology helps translate principles into action.

We belive in advancing the responsible use of data, identifying and addressing potential risks, and connecting technical experts, affected communities, and policymakers to advance thoughtful solutions as society grapples with tough questions raised by new technologies.

CDT provides decisionmakers from the local to the global level with the tools they need to stay up to date and to make complex decisions as to when and how to legislate the use of AI. Last week, we partnered with the Leadership Conference on Civil and Human Rights and other organizations to release principles on the use of AI in hiring. In the European Union, we recently filed comments to the European Commission Consultation on the "White Paper on Artificial Intelligence - a European Approach to Excellent and Trust," recommending a potential path forward with trustworthy AI. In our free expression work, we are analyzing how AI-driven content moderation impacts the voices of marginalized communities. And last month, CDT was proud to announce our collaboration with leading civil rights groups to advise Airbnb on ways to use data responsibly to tackle discrimination on the platform.

CDT leads the Governance Research in Artifical Intelligence Leadership (GRAIL) Network, which facilitates engagement between policymakers and the scientists, researchers, and academics who focus on artificial intelligence. The project, in conjunction with R Street Institute, brings the latest research into the AI policy conversation in the U.S. and abroad.

With the help of the Ford Foundation, CDT is deepening its AI work to place a specific focus on the impact of algorithm-driven decisionmaking for people with disabilities. In areas ranging from hiring to benefits determinations, to the use of risk assessments in the criminal justice system and in schools, people with disabilities face disproportionate risk of discrimination. Our project brings together disability advocates, legal experts, and technologists to combat bias against one of the communities most sharply affected by automated discrimination.

The emergence of machine learning as a path toward artificial intelligence has and will continue to raise difficult legal and moral questions. Many of these questions may challenge our established systems, or force us to reassess their purposes and goals in light of emerging technological capabilities.
