NEW REPORT: Choice & Charter Schools Deliver More with Less

Students attending Wisconsin’s private choice and charter schools outperform their peers in traditional public schools in both English Language Arts (ELA) and math, even after accounting for demographic differences, according to a new Apples to Apples report released by WILL.

Our report finds that after adjusting for student demographics, private choice and charter schools outperform traditional public schools on a number of academic metrics, including:

• Private choice schools outperforming traditional public schools statewide.
• ELA proficiency is 4.1 percentage points higher
• Math proficiency is 7.7 percentage points higher

Notably, these results persist despite private choice schools receiving significantly less funding—at most 82% of the per-pupil funding of traditional public schools.

Choice and charter schools are delivering stronger academic outcomes, even while serving students with greater needs and operating with fewer resources. Families are responding to that reality.”

SCOTUS Move Affirms Parents' Rights

WILL has provided new legal guidance to school districts and parents following the Supreme Court’s recent order in Mirabelli v. Bonta, which addressed parental rights in the context of school policies concerning student gender identity.

On March 2, the United States Supreme Court released an order in Mirabelli v. Bonta, which addresses California’s statewide policy that prevents public schools from telling parents about their child’s efforts to social transition at school. These policies are sometimes called “gender support policies” or “secret gender transition plans” and can require teachers to affirm a student’s name or pronouns at school while withholding this information from parents.

The Court’s order allows a district court injunction against the policy to remain in effect while litigation continues, effectively preventing enforcement of the policy for the time being.

WILL Deputy Counsel, Cory Brewer, stated: “The Supreme Court reinforced that parents have enforceable rights to be involved in major decisions affecting their children’s health and wellbeing. Because of this clarification, WILL is providing school districts with guidance on how to respect parents’ rights and reduce the risk of legal challenges. The message is clear: school policies that allow students to socially transition without parental consent risk expensive lawsuits and significant liability.”
