Jack,

My name is Samantha Doucas, and I've been on the front lines of the fight
against unchecked AI data center expansion, from Kenosha to Janesville and
everywhere in between. 

Some of the biggest tech companies in the world are racing to build
massive data centers that consume more energy than entire cities — and
regular people will pay for it through higher utility bills. At a time
when one in four American households already can't afford their energy
costs, this is literally a reverse Robin Hood scenario: taking from the
poor and giving to the rich.

We have a real chance to get ahead of this issue, but we need to put
pressure on lawmakers now. 

That's why I'm asking you to [ [link removed] ]sign this petition from Citizen Action of
Wisconsin urging your legislators to co-sponsor two critical bills:

The Data Center Pause Bill (LRB-6377/LRB-6391) would prevent consumers
from paying increased utility costs driven by data center energy demand,
require 100% new renewable energy for these facilities, impose strong
environmental safeguards, and ensure the work is done by well-paid union
workers.

The Utility Rate Cap Bill (AB 785/SB 780) would cap electricity and
heating costs at an affordable percentage of household income — so no one
has to choose between keeping the lights on and putting food on the table.

Wisconsin already gives data centers $40 million a year in sales and use
tax exemptions — way more than legislators predicted when they passed
those breaks in 2023. And what do we get for it? Look at what other states
are learning the hard way: Illinois lost $370 million in tax revenue
through data center exemptions. One data center there got $38 million in
tax breaks and created 20 jobs. Virginia audited their program and found a
negative 52% return on investment — they spent $930 million in exemptions
and got less than half back.

Sound familiar? It's Foxconn 2.0: When Governor Walker handed out nearly
$1 billion in subsidies for a promised $10 billion investment and 13,000
jobs, they pulled the rug and Wisconsin taxpayers were left holding the
bag.

We can't let this happen again. 

This fight is winnable, but only if we have leaders who are willing to
stand with us. Fran has been one of those leaders since day one. She's the
strongest candidate on AI data center regulation, she's been involved with
many of the bills at the center of this fight, and her platform puts
affordability and working families first — from energy costs to health
care to universal child care. She’s the real deal.
