Washington has kicked off 2026 the way it ended 2025: with high-stakes negotiations, hard deadlines, and real consequences for families here in San Diego.
Right now, Congress is in ongoing negotiations to rein in ICE – which, under Trump and Secretary Noem, has become a militarized force in our communities with weak training standards and little accountability. ICE cannot continue in its current form, which is why I’m pushing for real safeguards: limits on military-style equipment, always-on body cameras, stronger de-escalation standards, and clear accountability when agents violate the law.
In the meantime, I’m staying focused on delivering results for CA-50: lowering healthcare costs, investing in clean energy and science, strengthening public safety, and securing funding for local priorities.

Holding ICE Accountable Without Using Families as Collateral Damage
Scott has worked to ensure Congress uses the next negotiating window to demand real accountability and clear standards for ICE operations. After repeated instances of excessive force and reckless tactics – including aggressive raids in San Diego neighborhoods – Scott has pushed commonsense reforms to curb abuse and protect civil rights, while keeping communities safe. Scott’s message has been consistent: accountability and security are not opposing values, and San Diegans should not be forced to choose between them.

Preventing a Healthcare Affordability Crisis
After enhanced ACA premium tax credits expired on January 1, healthcare costs surged for families overnight – and San Diego has been hit especially hard. Scott voted to extend these tax credits for three years to prevent premiums from skyrocketing further and to keep pressure on the Senate to act. Nearly 150,000 San Diegans rely on these credits to afford coverage, and tens of thousands are already feeling the impact – including thousands of people in CA-50 alone. Scott continues urging swift Senate action so families aren’t forced to delay care, drop coverage, or go without insurance altogether.

Ending the Cross-Border Pollution Crisis
Last year marked a breakthrough in Scott’s years-long effort to end the Tijuana River Valley pollution crisis. In January, the San Diego delegation secured $650 million to fully repair and expand the South Bay International Wastewater Treatment Plant. Scott also passed legislation through the House to expand funding pathways for critical wastewater infrastructure. He invited EPA Administrator Lee Zeldin to tour the site, where Zeldin committed to achieving a “100 percent solution.” In the new year, Scott is continuing to work with partners across all levels of government to protect public health and restore clean water and air for the region.

Delivering San Diego Priorities Through Funding Packages
Scott helped pass multiple bipartisan funding packages to keep the government running and invest in the priorities San Diegans care about: lowering energy costs, strengthening public safety, investing in clean energy and science, and upgrading critical water infrastructure. These bills also reassert Congress’s constitutional “power of the purse” – pushing back against the Trump Administration’s slash-and-burn approach and reaffirming that no President can dismantle agencies or ignore Congressional intent without consequences.

Turning San Diego Medical Innovation Into Nationwide Results
Scott helped introduce bipartisan legislation to ensure children on Medicaid with suspected rare diseases can access genomic sequencing – a tool that has become the standard of care and can dramatically shorten the “diagnostic odyssey” many families face. The bill was inspired by San Diego’s own Project Baby Bear at Rady Children’s Hospital, which demonstrated that faster diagnosis can save lives and reduce unnecessary healthcare costs.

Building Again: A New Push for Permitting Reform
Scott continues leading bipartisan work to fix the broken federal permitting process so America can build the clean energy, housing, roads, bridges, broadband, and transmission we need. After the House passed Scott’s bipartisan ePermit Act in December, Scott and a bipartisan group released a new permitting discussion draft – the CERTAIN Act – focused on fair, efficient timelines and predictable rules that reduce chaos and political interference. The goal is simple: get critical projects built faster, lower costs, and protect the environment with a process that actually works.

Preparing for Redistricting After Prop 50’s Passage
At the end of last year, California voters overwhelmingly passed Prop 50, paving the way for new, fairer Congressional maps. With redistricting now underway, Team Peters has already begun preparing for the changes ahead – expanding outreach plans, connecting with community leaders in newly added areas, and laying the groundwork to ensure Scott is meeting voters in every corner of the redrawn district. As the landscape shifts, the team remains focused on making sure all constituents – current and future – have a strong advocate fighting for them in Washington.

Fighting for Affordable Housing
Scott joined the YIMBY Democrats of San Diego’s January meeting to discuss housing policy and the work still ahead to build more affordable housing in our region and nationwide.

Scott also joined the Festival of Progressive Abundance, a 3-day weekend conference connecting leaders and activists in the Abundance movement.
