South East: Infant death rate in Milton Keynes sparks focus on maternal smoking and obesity

Milton Keynes Health and Wellbeing Board has heard a report on infant mortality showing the Council now has a higher mortality rate than 15 comparable councils and double the death rate of the best five percent of councils. The data was presented to the board, showed the number of deaths of infants aged less than one-year-old sits at 5.2 for every 1,000 live births.

The figures come from a rolling average of the official data (2016-2018), alongside a review of more up to date information. The board was also told that there has been an increase in pregnant women smoking.  In the last 12 months, the number of pregnant women smoking has risen from 9.6 % to 14.3 %.

The report said data quality must improve with recording of smoking status at Milton Keynes University Hospital. It stated that: “All pregnant mothers are now referred to the Stop Smoking Service by the midwifery team which now also has a mandatory opt-out process. Non-responders are re-referred back to midwives, and women who are classified as high-risk or have a high carbon monoxide reading are referred to the Smoking in Pregnancy Champion.”

A Milton Keynes Council spokesman, said: “These reports set out recommendations for health and social partners to help reduce child and infant mortality with a particular focus on addressing modifiable risk factors.”

US: Juul applies to FDA to keep selling e-cigarettes

Juul Labs Inc said on Thursday (30 July 2020), it has applied to the US Food and Drug Administration (FDA) for permission to keep selling e-cigarettes.

Vaping companies are required by the FDA to provide a Premarket Tobacco Product Application (PMTA), which will include scientific data to show a product is appropriate for public consumption. Manufacturers have until 9 September 2020 to submit their application, failing which their products will be pulled from the market.

Once an application is submitted companies can keep selling their products for a year from the date of the deadline, without official approval, or until the FDA takes a negative action.

Study: Group-based smoking cessation helps US inmates quit tobacco

A new study has found that the combination of group-based tobacco dependence treatment and nicotine replacement therapy (NRT) is an effective and feasible option to reduce tobacco dependence among men in prison. The research found the intervention was also effective among transgender women who face significant barriers to accessing smoking cessation treatment services.

The study included 177 inmates from seven prisons for six weeks. Inmates over age 18 who smoked at least five cigarettes per day over the previous week received NRT in the form of patches and weekly group smoking cessation treatment.

The treatment included sessions on cognitive, social learning, lifestyle changes, coping, healthy decision-making, maintenance and relapse prevention, and long-term abstinence. 43 inmates out of 102 who completed the six-week programme, reported a reduced tobacco smoking or quitting altogether at 1-month follow-up as confirmed by a carbon monoxide (CO) level reading of 5.00 ppm. Suggesting the programme may be promising for future larger-scale studies

Nicholas Acuna, Rutgers School of Public Health alumnus, said: “By providing inmates the space to share their experiences surrounding nicotine withdrawal and nicotine dependence, many were able to learn coping strategies, identify their triggers, express their emotions with stressors while incarcerated and become supporters of each other's quit journey.”
