Legislative Session Week 5 Advocacy Roundup
Hold on tight - we've reached the point in our short session where things start moving fast . Between committee cutoffs and complicated debates surrounding revenue plans, the list of bills that are still in play is starting to narrow. This week we're focusing on the bills that have made it past their fiscal committee and need to be passed through the rules committee ahead of the House of Origin cutoff. Read on for a list of priority bills for executive action, as well as updates and actions for the Millionaire's Tax.
The House of Origin Cutoff is Feb 17
Feb 9 is the fiscal cutoff in the legislature. That means that in order to keep moving forward, most bills must have already passed out of their fiscal committee. The next milestone is the House of Origin cutoff on Feb 17, at which point a bill must have been pulled out of its chamber's Rules Committee, gone to a floor vote and been passed to the opposite chamber. It's important that we urge lawmakers to schedule or prevent action on our priority bills ahead of the House of Origin cutoff!
The following bills have been referred out of their Fiscal Committees to the Rules Committees:
* SUPPORT BILLS: urge lawmakers to schedule for a vote and vote PRO: * SB 5993: Prohibits interest on new or existing medical debt
* SB 6346 (The Millionaire's Tax): a 9.9% tax on personal income over $1 million/year
* SB 5911: Ends the practice of garnishing SSI money from young adults in the extended foster care system
* HB 2100 (The Well Washington Fund): Creates a company-paid tax on high salaries in order to fund housing, healthcare and human services * Still in its policy committee, but could be NTIB (necessary to implement the budget) which can be passed at any time in the session
* HB 2355/SB 6053: Bill of rights for domestic workers (like nannies, housekeepers, landscapers) ensuring standards of employment such as minimum wage and formal contracts
* OPPOSITION BILLS: urge lawmakers not to schedule a vote, or vote CON : * HB 2361/SB6250: Raising the payday loan limit, which will cause a large increase in fees for Washingtonians in difficult economic circumstances
* HB 2240: Tries to weaken consumer protections for property kept in storage units

Millionaire's Tax Updates:
SB 6346, or the Millionaire's Tax, was scheduled for Executive Session on February 9 and passed out of the Senate Ways & Means Committee to Rules. This bill would bring in over $3 billion in revenue annually by asking individuals who earn more than $1 million/year to pay a 9.9% tax on the income over that threshold. This money would fund basic human services, cut sales tax on essential hygiene products, cut taxes for small businesses, and fund the Working Families Tax Credit.
