I’m pleased to share with you the John Locke Foundation’s newly released Policy Solutions Guide for 2026–27, attached here for your reference.
This biannual publication reflects the depth and breadth of the work our policy experts are doing to address the most pressing issues facing the Old North State. Inside, you’ll find principled, research-driven solutions on topics ranging from economic growth, taxation, and regulatory reform to education, health care, energy policy, and elections.
The Policy Solutions Guide is designed to serve as a practical resource for lawmakers, journalists, civic leaders, and engaged citizens alike. It helps chart a course toward a North Carolina where liberty and limited, constitutional government remain the cornerstones of society—so that individuals, families, and institutions are free to shape their own destinies.
North Carolina’s success over the past decade has been real and hard-earned. But growth brings new challenges, and leadership requires more than celebrating past achievements. It requires ideas, clarity, and the courage to act. This guide is part of our ongoing effort to ensure North Carolina remains a national model by strengthening the policies that promote freedom, opportunity, and accountability.
If you’re interested in taking these ideas from the page to the public square, there is no better place to be than the John Locke Foundation’s Carolina Liberty Conference, held February 27–28, 2026, in Raleigh.
This year’s conference is especially timely, as 2026 marks the 250th anniversary of the United States. We will reflect not only on our history, but on the ideas that made American liberty possible—and that must be renewed for the next generation.
Among this year’s outstanding speakers:
North Carolina Chief Justice Paul Newby will speak on the importance of celebrating our nation’s 250th anniversary and the enduring role of constitutional government and the rule of law in preserving American freedom.
Daniel Hannan—British conservative writer, journalist, and member of the House of Lords—will discuss “Capitalism at 250,” marking the March 2026 anniversary of Adam Smith’s The Wealth of Nations. His remarks will explore the moral and economic foundations of free markets and why they remain indispensable to human flourishing.
Kirsten Baesler, Assistant Secretary of Elementary and Secondary Education under Secretary Linda McMahon, will bring a national perspective on education policy and reform at a time when the future of schooling is central to the future of liberty itself.
In addition to these speakers, the conference will include high-quality panel discussions and conversations with leaders from across our state who are shaping North Carolina’s future. It’s an unmatched opportunity for thoughtful, in-person engagement on public policy and the principles that sustain a free society.
