Former Prescott Man Convicted of First-Degree Criminal Sexual Conduct

*LANSING* – James Carter, 63, formerly of Prescott but most recently residing in Georgia, was convicted by a Hillsdale County jury on February 4 of four counts of First-Degree Criminal Sexual Conduct, a potential life sentence offense, and one count of Accosting a Child for Immoral Purposes, a 4-year felony, announced Michigan Attorney General Dana Nessel. Carter sexually assaulted a minor and accosted her for immoral purposes in 2008. He was initially charged by the Hillsdale County Prosecuting Attorney's Office in August of 2011.

Carter was arraigned and extradited to Hillsdale County [ [link removed] ] in March 2025 by the U.S. Marshals Service to face these charges as part of Operation Survivor Justice [ [link removed] ]. The Operation is a partnership between the Michigan Department of Attorney General, local county prosecutors, and the U.S. Marshals Service to locate, apprehend, and return to Michigan fugitive offenders with outstanding sexual assault warrants. 

“Sexual assault survivors carry the impact of these crimes for their entire lives, and seeking justice nearly two decades later takes extraordinary courage,” said Attorney General Nessel. “I am proud of the work my office and our Operation Survivor Justice partners have done to secure this conviction, and we will continue working alongside them to hold offenders accountable.”

Carter will be sentenced by Judge Sara Lisznyai in the 1st Circuit Court in Hillsdale County on March 19, 2026.
