The Beulah Improvement & Service District, located in Beulah, Wyoming, will conduct a public meeting at 7:00 p.m., mountain standard time, on February 23rd, 2026, in the Beulah School House, located at 5850 Old Hwy 14, Beulah, WY 82712. The purpose of the meeting is to allow citizens to review and comment on the following project. The project includes purchase of the existing drinking water system that currently serves and distributes drinking water to residences within the Beulah Improvement & Service District. The reason for the project is to transfer legal ownership of the drinking water system from private ownership to Beulah Improvement & Service District ownership.
At the meeting, the Beulah Improvement & Service District will present the scope of the proposed purchase, will discuss the purchase price, and the plan for funding the purchase.
Based on current cost estimates, the Beulah Improvement & Service District plans to borrow $280,000 from the Wyoming Drinking Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. User fees will repay the loan, though water user rates are not anticipated to significantly increase as a result. Loan terms will be 1.5% interest rate and 15 years. The proposed funding package includes principal forgiveness of $187,650.
