Finding of No Significant Impact, Town of LaGrange, Water Infrastructure Project

As required by guideline for the Wyoming State Environmental Review Process, the Wyoming Department of Environmental Quality (DEQ) has performed an environmental review on the proposed State Revolving Fund (SRF) supported action below:

As required by guidelines for the Wyoming State Environmental Review Process, the Wyoming Department of Environmental Quality (DEQ) has performed an environmental review on the proposed State Revolving Fund (SRF) supported action below:

LaGrange Water Infrastructure Improvements Project
Goshen County, Wyoming
Total Cost/SRF share: $6,000,022/$6,000,022

The proposed project addresses several concerns within the drinking water source, treatment, transmission, storage, and distribution system. These include integrating a new well from the Fox Hills aquifer into the available source water, installing chlorination equipment prior to storage, constructing a designated transmission line from the treatment location at the town park to the location of the existing tank, a new 500,000-gallon ground level storage tank, and looping of the distribution system along Grandstaff Lane.

The total project cost is estimated to be just over $6,000,000. The Town is working with funding agencies to minimize impact on residents; however, some adjustments to monthly water bills will be required to cover the loan portion of this cost. Based on studies of loan repayment, the proposed increase to each service tap owner is $4.65.

No significant adverse environmental impacts will occur due to this project. The proposed project will not adversely affect wetlands, prime agricultural lands, threatened or endangered species habitat, historical sites, or sites with environmentally sensitive characteristics. The primary impacts of the project will be short-term, and construction related. These potential issues include dust, noise, sediment moved by precipitation, and temporary traffic control. Additionally, construction equipment and worker vehicles will be around the job site. Efforts will be made to mitigate impacts by using sufficient water to keep dust down, reseeding when construction is complete, working during designated hours, provide silt fences and barriers, and working efficiently to minimize time in roadways.

The review process did not indicate significant environmental impacts would result from the proposed action. Consequently, DEQ has made a preliminary decision not to prepare an Environmental Impact Statement (EIS). DEQ has taken this action on the basis of a review of the environmental assessment document and other supporting data, which are on file at the DEQ Cheyenne Office. The public may review these documents upon request.

The documentation to support this decision will be on file in the DEQ Cheyenne Office and is available for public review upon request. Written comments shall be addressed to Tim Eisenhauer, Department of Environmental Quality, 200 W. 17th St., Suite 200, Cheyenne, WY 82002 or via FAX 307-635-1785, and be postmarked on or before 5:00 p.m. March 6th 2026 to be considered. After evaluating comments received, DEQ will make a final decision; however, DEQ will take no administrative action for at least 30 days after publication of this Finding of No Significant Impact.
