I spent my career in uniform teaching the Law of Armed Conflict to future officers. I made sure they understood that the power of the state is not a toy, and those who wield it are never above the law.
What we are seeing right now from Kristi Noem’s Department of Homeland Security is a total collapse of that principle.
Speaking with voters last week, I recounted the advice of a Marine general to his forces before the invasion of Iraq in 03: "Be polite, be professional, but have a plan to kill everybody you meet." ICE has adopted the final part but ignored the first two parts that preclude the need for the third. Why is an invading military directed to treat foreign citizens better than American "law enforcement" is expected to treat American citizens in American cities?
In Minneapolis and in cities across this country, Noem has unleashed ICE agents to round up people in the streets, snatching them from cars, breaking down their doors, violating their First, Second, and Fourth Amendment rights. Most disturbing are the reports that DHS is now buying up warehouses to house the people they’ve detained.
Warehousing human beings in secret facilities is not the behavior of a constitutional republic. It is the behavior of a regime, and we’ve seen this story before.
As a South Dakotan, I feel a specific, heavy responsibility to speak out. Kristi Noem is a South Dakotan, and she is sullying our state’s name and reputation to lead a campaign of lawlessness. She has proven that she lacks the temperament, the ethics, and the respect for the Bill of Rights required to lead the Department of Homeland Security.
I am calling for Kristi Noem to resign from DHS, effective immediately.

The fact of the matter is, we cannot stop at a resignation. We need a Senate that actually performs its constitutional duty of oversight. My opponent, Mike Rounds, has sat in total silence while these "warehouses" are purchased and the Constitution is shredded.
His silence is consent, by default.
I am running as an Independent because I don't answer to a party boss who tells me to look the other way. I answer to the people of South Dakota and the oath I took 26 years ago. In the Senate, I will be a strong voice that demands accountability for the rule of law and calls balls and strikes on every single wrongdoer, regardless of their title.
