Legislative Session Week 4 Advocacy Roundup
We have important updates this week with the introduction of the Millionaire's Tax to the legislature and more action needed to protect Washingtonians from predatory payday loans. As bills begin to move through the legislature, n ow is a crucial time to use your voice in support of the causes that matter to you!
The Millionaire's Tax was introduced to the legislature
After months of speculation, a new progressive revenue proposal has entered the legislature this week. SB 6346/HB 2724, or the Millionaire’s Tax, would create a 9.9% tax on people earning more than $1 million/year in Washington . This tax is expected to bring in around $3 billion each year starting in 2029.
Most of the revenue would go into Washington’s general fund, helping to pay for K-12 education, health care, higher education, and human services . Other conditions of the bill help address affordability for Washington households and small businesses:
* Sales tax on hygiene products like shampoo, soap and toothpaste would be eliminated starting in 2029.
* Small businesses with less than $250,000 in gross annual receipts would be exempted from the state business and occupation tax.
* Revenue would fund and expand the Working Families Tax Credit , a direct cash program offering up to $1,330 in tax rebates for Washingtonian families living on low incomes.
Only a small number of people would be eligible to pay this tax, and only on annual income over $1 million, meaning that assets like owning a home won’t be counted. This is a fair, common sense solution towards ensuring that only the very wealthy are asked to chip in.
This bill is an important step towards shifting Washington’s tax code away from its regressive structure which puts a large burden on lower income individuals and families to support the state’s budget. By asking those earning millions of dollars a year to pay their fair share, this beautiful state can become more affordable and livable for all Washingtonians.

MORE ACTION NEEDED to protect Washingtonians from predatory payday lending
Despite hundreds of sign-ins in CON and passionate testimony from advocates, HB 2361 was voted out of the House Consumer Protections Committee and onto the House Rules Committee. This bill will weaken Washington's existing consumer protections by increasing the payday lending cap, opening a path for increased debt and fees passed onto consumers who are already in financial need.
