In the Howard Jarvis Taxpayers Association’s latest commentary [ [link removed] ], HJTA President Jon Coupal argues that California’s budget process has largely become a charade rather than a serious fiscal plan. He contends that since Proposition 25 passed, the state has routinely ignored constitutional deadlines and passed placeholder budgets, with appropriations occurring year-round. Coupal says this creates chronic structural deficits and undermines accountability, while critics warn that Sacramento must tackle long-term fiscal challenges rather than defer them.
