Among other victories, Debbie and I worked together to introduce and pass the groundbreaking Water is a Human Right Fund, which bans water shutoffs in the midst of the pandemic, requires water reconnections for those who have lost access to water because they are too poor to pay outrageously high water bills, and authorizes $1.5 billion in grants to help low-income people pay their water bills.
