This week, the ACLU and our partners filed a lawsuit on behalf of the family members of Chad Joseph and Rishi Samaroo, two Trinidadian men killed by the Trump administration in an illegal boat strike back in October.
At least 125 people have been killed in these strikes since September 2025.
Chad and Rishi are both from Trinidad and Tobago but met while they were working in Venezuela as farmhands and fishermen to support their families back home. Both were extremely close to their families, calling them every day. On October 12, they told their loved ones they would be home in just a couple of days and would see them soon.
Just two days later, a U.S. missile struck their boat, killing both Mr. Joseph and Mr. Samaroo, as well as four other people.
This is murder, plain, and simple. And yet, President Trump and Secretary of Defense Pete Hegseth have publicly boasted about and published videos of the strikes – including the strike that killed Mr. Joseph and Mr. Samaroo.
In seeking justice for the senseless killing of their loved ones, the families of Chad and Rishi are bravely demanding accountability for their devastating losses and standing up against the administration's assault on the rule of law.
For them and for all civilians murdered in these unlawful strikes – we are, once again, taking President Trump to court. The Trump administration's boat strikes are the heinous acts of people who claim they can abuse their power with impunity around the world. But no one is above the law.
This case was filed by the ACLU, ACLU of Massachusetts, the Center for Constitutional Rights, and Professor Jonathan Hafetz of Seton Hall Law School.
Our entire team will keep fighting for transparency and accountability around this illegal bombing campaign and we cannot thank you enough for being with us.
