That’s why the One Subject at a Time Act (OSTA) matters.
OSTA would prohibit Congress from clustering unrelated proposals into a single bill. They wouldn't be able to use government funding deadlines to hide billions in spending.
On top of that, Congressmen would be able to listen to their consciences without worrying about how their "no" vote would affect the whole package.
Even better, because OSTA is a law instead of a mere rule, it has "teeth." If Congress violates it, courts will prohibit any enforcement of the stuff Congress tried to sneak through.
