Every year, the ASPCA analyzes thousands of inspection and enforcement records of USDA-licensed dog dealers, including puppy mills. The findings are shocking and horrific:
680 violations of the law were reported at dog-breeding facilities across the country in 2025. These included dogs in tiny, filthy cages without clean food or water, dogs with painful wounds or deadly diseases and dogs who died from preventable causes or with no explanation at all. The USDA took NO ACTION in any case.
ZERO dog dealers lost their license
ZERO dog dealers paid any fine
ZERO suffering dogs were removed from any facility

The USDA’s job is to ensure that individuals and businesses that breed, sell, exhibit, research or transport animals for profit are providing humane care as required by federal law. This includes the hundreds of thousands of dogs in puppy mills.
