Legislative Update

________________________________________________________________________

Dear Friends and Neighbors,

Over the past several weeks, Minnesota has again found itself in the national spotlight, and once more for reasons nobody wants. The most recent attention has focused on federal immigration enforcement actions and the unrest that has followed in parts of our state.

I have heard from many constituents with questions, concerns, and strong opinions about what is happening. Because of that, I wanted to share my perspective, clarify my role as your State Representative, and explain the principles guiding my response.

First, it is important to be clear about roles and responsibilities. Immigration enforcement is a federal matter. Decisions regarding immigration law, enforcement priorities, and the deployment of federal agents are made by the President and Congress, not by the Minnesota Legislature. As a state representative, I do not control federal enforcement actions.

That said, the consequences of these actions are being felt here at home. I have continued working with state and federal partners to urge cooperation, calm, and a responsible path forward that prioritizes public safety and reduces risk to both residents and law enforcement.

What we have seen on the ground in recent days has, at times, been entirely unacceptable. There should not be any street, neighborhood, or community in Minnesota where people feel unsafe going about their daily lives. Public safety must remain a non-negotiable priority.

Rhetoric from elected officials at every level has too often escalated tensions rather than reduced them. In moments like this, words matter. Inflammatory statements, exaggerated claims, and political posturing make already volatile situations worse and place residents, first responders, and law enforcement officers at greater risk.

We are hearing that Governor Walz has spoken directly with the President, and that the conversation was described as constructive. I sincerely hope that is the case. Leadership is critically important right now. This moment calls for cooperation, clear communication, and a willingness to set aside political grievances in favor of practical solutions that restore order and protect Minnesotans.

It has also been announced that Tom Homan has been sent to Minnesota and directed to meet with the Governor to help establish a path forward. Mr. Homan has served under both Democratic and Republican administrations and received the Presidential Rank Award for Distinguished Service during the Obama administration. His background underscores the importance of experience, professionalism, and coordination during times of heightened tension.

Every reasonable Minnesotan can agree on a few basic truths. Violent criminals do not belong on our streets. Law enforcement officers deserve support and clear direction. At the same time, enforcement actions must be carried out responsibly, with care for public safety, and with respect for the communities affected.

While Minnesota does not set federal immigration policy, how state and local governments engage with federal partners matters. Cooperation reduces risk. Disorder increases it. De-escalation, not confrontation, is the path toward restoring stability.

Thank you to everyone who has reached out to share your perspective. I value hearing from you, and I will continue to monitor this situation closely and keep you informed as developments continue.

Sincerely,

Rep. Bobbie Harder
