** Snow brings widespread cancellations but leaves essential services intact

Officials urge only essential travel but report no major disruptions ([link removed]) as a historic winter snowstorm blankets the region.

Parts of Allegheny County had already seen a foot of snow by 4 p.m., said county Emergency Services Chief Matthew Brown, even as forecasts predict accumulation throughout the evening.

The county had issued 16 disaster declarations covering 20 municipalities ([link removed]) , though Brown noted that those administrative actions were taken largely to allow sharing of resources and rapid contracting to address urgent needs.
