The House passed Andrew’s bill to provide full, lifetime funding for the World Trade Center Health Program. For years, 9/11 responders and survivors have faced uncertainty about whether the care they rely on would be there when they needed it. This legislation permanently fixes the program’s funding formula so responders and survivors can count on uninterrupted care for the rest of their lives, without delays, disruptions, or bureaucratic uncertainty. “New Yorkers will never forget September 11th, and responders and survivors must always receive the care they earned and deserve. Since the day I was first elected to Congress, I have been focused on making sure the World Trade Center Health Program is fully funded for its lifetime. I am grateful to the responders, survivors, and advocates who never stopped fighting to protect this program, and to my colleagues from both sides of the aisle who worked together to get this done. This is a commitment we owe our 9/11 heroes. " ANDREW IN THE NEWS House passes measure to fully fund 9/11 WTC health program "Rep. Andrew Garbarino (R- Bayport), the lead sponsor of the measure in the House, who negotiated its inclusion in the budget package as chairman of the House Homeland Security Committee, said after the vote that "responders and survivors must always receive the care they were promised without delays or disruption." First responders and Sept. 11 advocates, who have fought hard for years for the program to remain fully funded in the face of rising cases of cancers and deadly diseases among the survivor community, said they remain hopeful Thursday’s vote clears the way for passage in the Senate. "It is clear Congressman Garbarino’s determination on getting the funding for the World Trade Center Health Program fixed and preventing any cuts in services was crucial to getting this done," said Benjamin Chevat, executive director of Citizens for the Extension of the James Zadroga Act. "Working in a bipartisan effort with Senators Gillibrand and Schumer, he has worked on this issue tirelessly since he got to Congress and this wouldn't have happened without his leadership." Andrew encourages residents to take precautions and follow guidance from local officials. If you’re unable to keep your home warm, consider visiting a community warming center. You can find locations through your local emergency management website or by calling 211 for assistance. Travel may be hazardous due to ice and snow. If you must go out, slow down, allow extra stopping distance, and watch for icy conditions on roads and sidewalks. If you become stranded in your vehicle, remain inside and run the engine periodically to stay warm, ensuring the exhaust pipe is clear of snow. Residents should dress in layers, limit time outdoors, and use caution when shoveling snow. Keep emergency supplies, food, water, and extra blankets on hand in case roads remain impassable. Casework Highlight: Helping a Long Island Taxpayer After a Long Island constituent was assessed a $6,500 IRS penalty related to a retirement income issue, Congressman Garbarino’s office stepped in to help. Our team worked with a taxpayer advocate to request a review of the amended return and the 10 percent penalty. Following that review, the IRS removed the $6,500 penalty and processed the necessary adjustment. Andrew and his team look forward to helping more Long Islanders get the assistance they need. Whether it’s the VA, Social Security, Medicare, the IRS, passports, or other federal services, the office is always ready to step in and help. KEEPING UP WITH CONGRESS House Passes FY 2026 Appropriations Minibus This week, the House passed the FY 2026 appropriations minibus, delivering key wins for Long Island and advancing priorities Andrew has consistently fought for in Congress. The package provides long-term certainty for essential programs, strengthens public safety and infrastructure, and ensures federal dollars are spent responsibly. As Chairman of the House Homeland Security Committee, Andrew also worked to strengthen cybersecurity efforts, protect the CISA workforce, and support communities facing growing national security threats. The legislation reauthorizes the National Flood Insurance Program, providing certainty for homeowners in flood-prone communities, strengthens housing assistance programs to ensure no disruption in services for vulnerable populations, and supports key transportation and infrastructure investments that keep the region moving. Together, these provisions reflect a responsible approach to governing and ensure federal dollars are used effectively to meet real community needs. TRIA Advances Out of Committee The bipartisan reauthorization of the Terrorism Risk Insurance Program (TRIA) was marked up and passed out of committee. For Long Island and communities across New York, the threat of terrorism is personal. TRIA was created in the aftermath of September 11th to provide stability when our nation needed it most, and it continues to play a critical role in protecting jobs, small businesses, and our local economy. Advancing this reauthorization gives insurers and policyholders the certainty they need and ensures we remain prepared in the face of evolving threats. Andrew is proud to work with Chairman Flood, Chairman Hill, and bipartisan co-leads to move this important legislation forward. Standing Up for Long Island on Offshore Wind Andrew led a bipartisan letter urging the Administration to provide clarity on recent offshore wind decisions that could impact Long Island jobs and energy reliability. With billions invested and thousands of good-paying jobs at stake, he emphasized that energy policy decisions should be based on facts, national security, and environmental review. Protecting Long Island workers and keeping energy affordable and reliable remains a top priority. Thanks for reading! Do you know someone who might like to receive these updates?
