Fellow Conservative,

There’s no such thing as a “regular” week in Congress…

This week, Heritage Action issued another key vote — this time in support of Rep. Norman’s amendment to strip earmarks from the Labor-HHS portion of the latest minibus funding bill, H.R. 7148. It failed with a disappointing 76 GOP members voting “NO” with every single Democrat.

This amendment was always going to be a tough pill to swallow for those in Congress committed to business as usual in D.C. Here’s EXACTLY what Rep. Norman’s amendment would have done: it would have stopped millions of YOUR tax dollars from funding sex-rejecting surgeries, DEI, abortion on demand, and a host of other Leftist priorities.

This was an opportunity to block the Left’s agenda… and too many Republicans failed to show up to the fight.

Here’s the link to the Key Vote — how did your Member of Congress vote?

>> KEY VOTE: "YES" on Norman Amendment to Remove Labor-HHS Earmarks from FY26 Funding Bill

Leverage is Power

We can (and should) be vocally dissatisfied with the 76 Republicans who voted against the Norman amendment. They effectively rolled over and funded the Democrats’ priorities. Unfortunately, at the end of the day, due to the Senate filibuster, any spending bill will need at least seven Democrats to vote for it. So, if the appropriations bill doesn’t pass, the government will shut down — that gives the Democrats leverage, and leverage is power.

Republicans could learn a thing or two from Democrats on how to use their power.

Earmarks are Bad. But Democrat Earmarks are Worse.

An earmark is a special provision inserted into legislation that directs funds to a specific recipient, circumventing formula, merit-based, or competitive funds allocation processes. In other words, instead of simply setting funding levels for an existing or new federal program, earmarks are explicitly directed to a specific recipient. In the past, earmarks were a notoriously corruption-prone process that funded parochial interests and greased the skids for wasteful spending.

Basically, it’s pork. But while Republicans generally use them to fund infrastructure projects, the Left uses them as a tool to advance its radical policy agenda.

Since Republicans insisted on including their own pork, Democrats were allowed to do the same to keep the whole corrupt bargain going. You vote for mine, and I’ll vote for yours.

Read more about earmarks here.

It’s Not ALL Bad…

Credit where credit is due, Republicans didn’t let Democrats defund ICE.

The Labor-HHS bill was one of several the House passed this week. We’ll spare you the procedural details that took place to advance all of these bills — you’d be here all day reading the explanation — but an important component was the Department of Homeland Security funding bill that includes funding for immigration enforcement. Democrats were insistent on using the appropriations process to stop the Trump administration’s mass deportation efforts, and they failed.

Additionally, by completing the appropriations process they were able to fund the Trump administration, mostly on their own terms. That means they achieved an overall reduction in spending while funding for strengthening our military readiness, expanding oversight over rogue agencies, cracking down on drug trafficking, and other Trump administration priorities.

The Bottom Line

Republicans won the battle but made big concessions, especially in earmarks. It resulted in 76 Republicans voting to defend the indefensible.

Now those 76 Republicans need to hear from the grassroots. Holding them accountable is paramount — it’s time to use OUR power.

SAVE Act Update

Speaking of the power of the grassroots… look no further than with the SAVE Act.

Voting is a precious privilege of U.S. citizenship, and every noncitizen who votes cancels the vote of an American citizen. The grassroots have made themselves crystal clear: election integrity must be a top priority. They’ve turned up the heat on the Senate, and as a result the bill is gaining cosponsors. But there’s still work to do.

Is your Senator on the list?

>> Demand they cosponsor the SAVE Act!

Live in a blue state?

>> Sign the SAVE Act Petition!

Actually, it wouldn't hurt to do both regardless!

The Consequences of Inaction

While Republicans debate and delay, Democrats are actively erasing Republican seats from congressional maps ahead of the midterms. What’s unfolding right now in Virginia, Maryland, and New York makes one thing unmistakably clear: redistricting is no longer a theoretical fight. It’s a coordinated power-grab campaign to reshape Congress happening right now.

Democrats have been in full control in Virginia for about five minutes and have wasted no time showing what “elections have consequences” really means. With their new trifecta they’ve already passed a constitutional amendment to scrap the bipartisan redistricting system voters approved by more than 65% only five years ago, allowing the legislature to redraw the lines. That’s in addition to the other truly disgusting policies that they’ve pushed through, including reducing the penalties on child sex crimes.

If they succeed in their power grab, Virginia could go from a 6–5 split to a staggering 10–1 Democrat advantage, effectively erasing four Republican seats in a state that votes roughly 55–45. Even Gov. Abigail Spanberger, who once railed against gerrymandering, is now backing the effort “100%.”

And when legislatures aren’t enough, Democrats are perfectly comfortable letting the courts override the will of voters. In New York, a Democrat-appointed judge has ordered the state’s redistricting commission to redraw maps, despite voters and the state constitution having repeatedly rejecting the effort. This puts seven Republican seats at risk.

Maryland also (re)joined the fight this week.

Democrats there are pushing a new map that would wipe out the state’s only Republican member, Rep. Andy Harris (a true patriot), handing Democrats a clean sweep. Gov. Wes Moore’s (not a patriot) redistricting commission has raised enough legal concerns that even some Democrats worry about court challenges — but that hasn’t slowed anything down. If there’s a chance to gain power, they’re willing to push the envelope until someone stops them.

This is the price of complacency. Right, Indiana?

A few months ago, Indiana Republicans passed on redistricting, and many brushed it off as inconsequential. Now, as blue states openly erase GOP seats across the map, that inaction looks a lot more serious.

Every seat Indiana declined to defend is a seat Democrats don’t have to fight for somewhere else. In a House decided by razor-thin margins, that matters. This is a battlefield — and Indiana Republicans acted like it wasn’t one.

And it’s exactly why the Supreme Court’s decision in Louisiana v. Callais matters so much.

A favorable ruling will give Republicans a fighting chance to hold ground and push back. A bad one could accelerate the erosion of GOP representation nationwide. At the core of the case is a simple but critical question: Can states be forced to draw race-based congressional districts under the 1965 Voting Rights Act, even when doing so violates the 14th Amendment’s Equal Protection Clause?

For years, states have been trapped in a catch-22 — told race can’t be the primary factor in drawing districts, while simultaneously being sued for not drawing race-based maps. The Supreme Court now has an opportunity to bring clarity to that contradiction, rein in the misuse of the Voting Rights Act, and allow states to fix their maps to restore equal representation.

Pretending this fight doesn’t matter is how you lose Congress before the first campaign ad runs. This is a street fight for congressional control, and 2026 may be the last off-ramp before Democrats lock in structural advantages that last a generation.

On a Happier Note

Congratulations to Vice President JD Vance and his wife, Second Lady Usha Vance, on the announcement of their fourth child!

Heritage Action is putting together a congratulations card to send to the Vance family.

Stay tuned if you'd like to add your name to it!
