payments to states he claimed had so-called sanctuary cities. In addition
to being a transparent attempt to punish states he considers political
enemies, this is also likely illegal.
Article I of the Constitution clearly states that Congress, not the
executive branch, decides what funds go where.

and balances, a system that is supposed to keep any one branch from
