The Week in Review

I hope you had a wonderful week. I am grateful to serve you all in the 119th Congress. Read below to see what I’ve been working on this week.
My Legislation Combating the Exploitation of Children Unanimously PASSES HOUSE
This week, my Coercion and Sexual Abuse Free Environment (CSAFE) Act was adopted unanimously by the House of Representatives. The passage of my CSAFE Act delivers long-overdue legal clarity and serious consequences for criminals who coerce and exploit children.
The internet has become a hunting ground for predators who use manipulation, coercion, and psychological warfare to target children in the darkest ways imaginable. For too long, gaps in federal law have allowed these offenders to hide behind screens, anonymity, and outdated statutes while young lives are shattered. The CSAFE Act closes those gaps and gives law enforcement the clear authority necessary to hunt down and prosecute those who exploit children.
I am grateful for the bipartisan support behind this effort and the critical input from the White House in crafting this legislation. I urge my Senate colleagues to quickly pass the CSAFE Act so President Trump can sign it into law.

Fighting to End Washington's Culture of Fiscal Irresponsibility
I introduced a constitutional amendment requiring the federal government to operate under a balanced budget, restoring fiscal discipline and protecting future generations from Washington’s addiction to spending and debt.
The amendment would effectively prohibit deficit spending by limiting total federal expenditures to the average annual revenue collected over the previous three years, adjusted for population growth and inflation, with limited exceptions for national emergencies and war. Congress could exceed the spending limit only with approval from a two-thirds supermajority in both chambers, ensuring any exceptions are necessary and broadly supported. During a declared war, Congress would retain the ability to exceed the limit to meet national security needs.
The amendment also places a two-thirds supermajority requirement on any bill that creates a new tax or increases an existing tax rate, ensuring that Washington cannot simply tax its way out of its own irresponsibility.
Washington’s spending addiction is bankrupting our country and mortgaging the future of every American family.
This amendment restores the most basic principle of fiscal responsibility: you cannot spend what you do not have. Families and businesses live by that rule–it is long past time that the federal government does too. Trillion-dollar deficits have become routine, and Washington behaves as if there is no limit to the damage it can impose. This amendment puts guardrails on a system that has run completely off the road.
We do not need another commission, another study, or another press conference about the debt. We need binding rules, written into the Constitution, that force Congress to live within its means. The American people demand a government that works for them—not one that buries them under debt.

Swamp Fails to Defund Unaccountable NGO and Activist Judges
My friend and fellow Arizona Congressman Eli Crane sponsored an amendment to defund the National Endowment for Democracy (NED), a corrupt and unaccountable non-governmental organization (NGO). The Uniparty ultimately refused to adopt the amendment, allowing Americans’ taxpayer dollars to continue to be wasted on imposing a woke Left agenda around the world. I spoke in favor of Rep. The Uniparty also failed to adopt an amendment, sponsored by Congressman Chip Roy of Texas, that would reduce the District of Columbia District and Appeals Court funding by 20% and strike the salary and expense funding for activist Judges Boasberg and Boardman’s staff.
Rogue, activist judges who attempt to legislate from the bench have no business holding judicial positions of authority. The Uniparty’s failure to adopt this amendment is unacceptable. House Oversight Committee Activity
The House Oversight Committee held a hearing titled “Oversight of Fraud and Misuse of Federal Funds in Minnesota: Part I.” Criminals in Minnesota have stolen an estimated $9 billion in taxpayer funds intended to feed children, support autistic children, house low-income and disabled Americans, and provide healthcare to vulnerable Medicaid recipients. Members of Congress and the Minnesota state lawmakers who testified described how many of these schemes were concentrated within the Minnesota’s Somali community, with some taxpayer dollars diverted to terrorist networks overseas.

I look forward to Congress continuing these hearings so that we can bring the truth to light for all American taxpayers.
The House Oversight Committee also held depositions for former President Bill Clinton and former Secretary of State Hillary Clinton, though the Clintons failed to show up.
The subpoenas from the Oversight Committee against the Clintons were issued in a bipartisan fashion and the Committee spent months working on a day and time that was convenient for Bill and Hillary to attend. Their failure to comply with lawfully-issued subpoenas is unacceptable, and the Oversight Committee will be moving to hold them in contempt of Congress next week. I’ll keep you posted.

House Judiciary Committee Activity
The House Judiciary Committee held two markups and passed the following out of committee:
- H.R. 6260, Keeping Violent Offenders Off Our Streets Act;
- H.R. 5213, Keep Violent Criminals Off Our Streets Act;
- H.R. 2641, Day 1, Dollar 1 E-Verify Act;
- H.R. 2853, Combatting Organized Retail Crime Act;
- H.R. 6998, Renewed Hope Act;
- H.R. 1958, Deporting Fraudsters Act of 2025; and
- H.R. 6978, Preserving Integrity in Immigration Benefits Act.
While Republicans on the Committee were working to pass legislation that will restore law and order, Democrats spent the markup playing political games and demonizing law enforcement. Click the images below to watch some of my remarks from the markups:
Addressing Issues Affecting Arizonans During the House Transportation & Infrastructure Committee’s Member Day Hearing
I testified before the Transportation and Infrastructure Committee to press for commonsense policies that actually serve Arizona—not Washington. I focused on three priorities that matter to our state: restoring Arizona’s authority over its own HOV lane rules, securing dedicated funding to finally complete Interstate 11, and advancing the energy and water infrastructure we need to stay competitive. The through-line is simple: the federal government should empower states, not micromanage them, and invest in projects that deliver real value to taxpayers.
Arizona knows how to manage its own roads, yet last year the federal government let critical HOV lane authority lapse, stripping states of flexibility overnight. That’s federal overreach, plain and simple. At the same time, Washington must focus on projects that actually improve safety and strengthen our economy—like I-11. This long-overdue interstate will finally connect Phoenix and Las Vegas, reduce deadly crashes on routes like US-93, support good-paying jobs, and cement Arizona’s role as a logistics, technology, and semiconductor hub. Arizona has already done the work and put real dollars on the table; it’s time for the federal government to follow through.
I also raised the need for energy and water certainty. Arizona families are paying higher gas prices because we’re tied to California’s regulatory failures, which is why projects like the Western Gateway Pipeline matter. And long-term growth requires long-term water solutions, including serious consideration of desalination proposals that could secure Arizona’s water supply for generations. Whether it’s transportation, energy, or water, the principle is the same: a limited federal government that respects state leadership, invests responsibly, and stays in its lane. Mourning the Loss of Former AZ AG Mark Brnovich
Mark was a good friend and a dedicated public servant to Arizona. His hard work and loyalty to our state will be greatly missed.
Cindy and I are praying for his family as they navigate this difficult time.
Remembering Congressman Doug LaMalfa
I am deeply saddened by the sudden loss of my friend and colleague Doug LaMalfa. Doug was a happy warrior who cared immensely about his country, his state, and his constituents. A few years ago, he took time out of his schedule to come with me to Arizona to understand the border crisis and its impact on our state. Since then, I’ve thoroughly enjoyed working with him on a myriad of policies and issues that uniquely affect the West.
Doug was a true friend and we will all miss him in Congress. My team and I pray for his soul and his family in this difficult time.

Strategizing with President Trump and House Republicans
It was great to be joined by President Trump at the House Republican conference meeting.
We discussed Republicans’ strategies and priorities for 2026. Congress must put the pedal to the metal to enact President Trump’s America First Agenda.

Receiving the Taxpayers' Friend Award
I was honored to receive the Taxpayers’ Friend Award from the National Taxpayers Union.
I will always fight to steward our nation’s tax dollars well. Congress must return to fiscal sanity and responsible spending.
Meeting with Hungarian Government Commissioner András László
It was an honor to meet with Hungarian Government Commissioner András László. We discussed the importance of ending funding for the National Endowment for Democracy and the woke programs of USAID. Under the Biden Administration, both sources of funds were used to promote a far Left agenda in Hungary and to influence the outcome of Hungarian elections. Hungarian government leaders want to end this woke influence in their nations, and I agree that this is a disturbing use of American taxpayer dollars.

Hosting Newly-Confirmed ONDCP Director Sara Carter in My DC Office
I was pleased to meet with the Office of National Drug Control Policy’s (ONDCP) new director, Sara Carter.
We discussed the soon-to-be-released national drug control strategy and how the Judiciary Committee, of which I am a member, can support the critical work of this agency.
Team Biggs Attends San Tan Charter School Ribbon Cutting
My district office presented San Tan Charter School’s new Recker Campus with a certificate of Congressional recognition at its ribbon cutting event.
The school is tuition free and gives students the option to choose among Montessori, gifted, or mainstream education tracks.
I appreciate everyone involved in this venture for their investment in Arizona students’ education.
Team Biggs Attends Grand Opening of Queen Creek Safeway
My district office attended the grand opening for a new Safeway store in Queen Creek.
The store awarded more than one dozen schools and nonprofits with $100,000 in grants from the Safeway Foundation and provided free groceries to members of the community.
Thank you to everyone involved in planning this festive event, and I wish Safeway success in the years ahead.
2026 Legislative Forecast Luncheon
My district office was also pleased to attend the 2026 Legislative Forecast Luncheon.
It was a pleasure to hear state leadership discuss policy areas, such as water, jobs, education, and the Arizona economy, that will be focused on in the upcoming legislative session.
