As Chairman of the Republican Study Committee (RSC), I unveiled the RSC's monumental framework for a second reconciliation January 16, 2026 Friend, Welcome back to the Pfluger Fly-By, a roundup of events and updates to keep you informed about everything I'm doing week by week to represent you in Congress. It was another busy and eventful week representing you in Washington, TX-11! As Chairman of the Republican Study Committee (RSC), I unveiled the RSC's monumental framework for a second reconciliation bill and hosted EPA Administrator Lee Zeldin for our weekly member meeting. I also questioned FCC Chairman Carr and Commissioners in a committee hearing, welcomed three Senators to the U.S. Air Force Academy Board of Visitors, had my legislation to close the digital divide and update public safety communications advance out of subcommittee, and much more. Best, Making the Push for a Second Reconciliation Bill to Lower Costs for Americans As Chairman of the Republican Study Committee, I joined my colleagues in unveiling our framework for a second reconciliation bill, titled "Making the American Dream Affordable Again." This comprehensive roadmap takes a direct aim at addressing the affordability crisis created by the failed policies of the Biden-Harris administration. The plan lays out a clear, actionable strategy to restore the American Dream of homeownership, reduce health care premiums, cut energy prices, rebuild the American family, and slash wasteful government spending while codifying President Trump's America First agenda that puts American families, not Washington bureaucrats, first. It’s no secret that families across the nation are paying more for gas, housing, and health care because of failed Biden-era policies. This comprehensive plan takes a sledgehammer to that unaffordable agenda, cutting waste, unleashing American energy, and making it easier for Texans to own a home, afford high-quality health care, and keep more of their hard-earned paycheck. We have 11 months of guaranteed majorities. We're not wasting a single day. Read the full framework here. EPA Administrator Zeldin at RSC Member Meeting I hosted EPA Administrator Lee Zeldin at this week's Republican Study Committee meeting, where he discussed his conservative vision for the Environmental Protection Agency, after years of Democrat weaponization of it under the Biden administration. Administrator Zeldin outlined his plan to return the EPA to its core mission of environmental protection while removing burdensome regulations that have driven up costs for families and small businesses. By refocusing the agency on its original purpose, we can protect our natural resources without stifling American innovation and economic growth. It was a productive discussion about how we can achieve common-sense environmental policies that work for everyone. Mystic Alerts Act Advanced Out of Subcommittee I am proud that my bipartisan legislation, the Mystic Alerts Act, was passed out of the Energy and Commerce Communications and Technology Subcommittee this week. Since the devastating floods of July 4th, I have been advocating for the strengthening of emergency alert systems, especially in rural or remote areas. No family should miss a life-saving warning simply because infrastructure went down or service is unavailable. The Mystic Alerts Act is a critical step toward closing the digital divide and strengthening public safety communications. Texas Agriculture Commissioner Sid Miller in Washington I had a great time meeting with Texas Agriculture Commissioner Sid Miller this week. Texas-11 is home to countless hardworking farmers and ranchers who are the backbone of our state's economy and feed families across America. I'm committed to fighting for our agricultural communities in Congress—cutting burdensome regulations, protecting property rights, and ensuring our producers have the resources they need to thrive. Always great to have a fellow Texan in D.C. Thank you for stopping by my office! Questioning FCC Chairman Carr and Commissioners This week, I questioned Federal Communications Chairman Brendan Carr and Commissioner Olivia Trusty about the monumental wins Republicans delivered to the American people through the Working Families Tax Cut Act, which will support the long-term economic and national security of the United States. During the hearing, I also highlighted my work on countering the Chinese Communist Party’s influence at the 2027 World Radiocommunications Conference (WRC-27) and asked how the FCC is preparing to spearhead these efforts. Additionally, I questioned FCC Chairman Carr on how the FCC is safeguarding public interest and trust in broadcast licensing. Watch my full line of questioning here or by clicking the image below. 2026 Lone Star Wildlife Champion I was honored to receive the 2026 Lone Star Wildlife Champion Award, presented by Safari Club International and the Texas Trophy Hunters Association. As an avid hunter and outdoorsman, I will always advocate for science-based wildlife management and conservation. I'm committed to ensuring that future generations can experience the same natural heritage and outdoor traditions that have enriched my life. Sounding the Alarm on Grid Security During a House Energy and Commerce Energy Subcommittee legislative hearing this week, I asked a Department of Energy (DOE) witness for his insight into the growing cyber and supply-chain risks facing U.S. energy infrastructure and what DOE is doing to address them. I made it clear that hostile foreign technology has no place in America's power system. With cyber and physical threats evolving quickly, we must zero in on a major vulnerability: foreign-manufactured equipment being embedded in the U.S. supply chain and its risk to the electric grid. In my questioning, I also referenced a recent report that indicated certain Chinese-manufactured solar and battery inverters used in the U.S. grid contained undisclosed communication devices, warning that these technologies could threaten our grid security and serve as backdoors into critical American infrastructure.
