On Thursday, Democrats in the House, joined by 17 Republicans, voted to resurrect COVID-era Obamacare subsidies that include funding for abortion and gender transition procedures. Not only is this the largest expansion of Obamacare ever (in real dollar terms), it marks the first time that Republicans have voted for Obamacare. Tragically, and despite many warnings, the expansion did not protect taxpayers from paying for abortion and gender transition procedures.

Democrats designed Obamacare to intentionally circumvent the Hyde Amendment, which prevents federal taxpayer funding of abortion. The COVID-era subsidies are no different, and even though they expired at the end of 2025, the Democrats are now trying to resurrect them.
There is no doubt that Obamacare funds abortions. Family Research Council’s own research found that 59% of Obamacare plans included coverage for elective abortions in 2022. Additionally, some states use Obamacare to cover costly and controversial gender transition procedures (GTPs). In fact, some insurance plans require GTP’s to be treated as “medically necessary,” despite a lack of evidence that has prevented the U.S. Food and Drug Administration from approving drugs for use in such procedures.
Democrats sunsetted the COVID-era Obamacare subsidies at the end of 2025, and these “enhanced” subsidies should not be resurrected. However, if Congress does vote to resurrect these subsidies, the extension must explicitly include the Hyde Amendment and similar protections that prevent taxpayer funding for gender transition procedures.
