In accordance with the provisions of the Wyoming Environmental Quality Act and Solid Waste Rules Chapters 1 and 3, the Basin Electric Power Cooperative has submitted an application for a major permit amendment for the Laramie River Station Industrial Landfill.
This facility provides for the disposal of coal combustion residual waste and industrial waste which have been generated by the Laramie River Station Power Plant. The 187.80-acre facility is located at 244 Grayrocks Road, Wheatland, WY. More specifically, this facility is located in Section 28, Township 25N, Range 67W, in Platte County, Wyoming. The total volumetric capacity of this facility is estimated to be 26,629,190 cubic yards. The remaining life of the facility is estimated to be 33.8 years.
The purpose of the major permit amendment application is to allow the operator of this facility to redesign Cell 10 and a vertical expansion to raise the top waste grades over the existing waste management units.
The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has determined that the major permit amendment application is generally complete and technically adequate. Therefore, DEQ has issued a proposed permit for this facility. Copies of the major permit amendment application, the DEQ’s review of the application, and the proposed permit can be viewed at DEQ’s Cheyenne office 200 W. 17th Street Cheyenne, WY 82002.
Any interested person has the right to file written comments, including objections on the proposed permit. The period for providing comments on the proposed permit shall begin on January 14, 2026 and end on February 20, 2026. Any written comments must be received by 5:00 PM on the last day of the notice period. Comments must be submitted in writing to the Department of Environmental Quality, Todd Parfitt, Director, 200 West 17th Street, Cheyenne, WY 82002 or submitted using the DEQ comment portal provided at https://shw.wyomingdeq.commentinput.com/.
