Hello everyone! We have news for you about the Flock LPR (License Plate Recognition) system proposal the county is considering.
The Lapeer County Commission will be voting on the Flock LPR system proposal at the January 22nd, County Commission meeting. The proposal was put together by the Lapeer Building, Grounds, and Parks Director JT Anderson and County Sheriff Scott McKenna. If approved, 24 Flock License Plate Recognition (LPR) cameras will be installed at various, undisclosed locations around the County. The Lapeer County Republican Party Board of Officers is against this proposal and the use of the Flock camera system. We urge you to attend the County Commissioner meeting on Thursday, January 22nd, at 9:00 AM at the Lapeer County Complex (Commissioners Chambers in the basement) and let the commissioners know your opinion during the public comment period.
The Flock LPR Camera System captures a picture of every vehicle that pass its location on our roadways. The system captures the license plate number, and using AI, also captures various information/details about the vehicle. We are against this proposal for the below reasons:
• The Flock LRP Camera System takes the broadest possible approach to public safety by capturing the information of every single vehicle that passes by. We believe this violates our 4th Amendment right to privacy and unlawful search.
• License plate and vehicle inflation is captured time a vehicle passed by a Flock LPR camera. The vehicle information collected includes make, body type, color, plate state, resident or non-resident vehicle, type of plate, missing plate, and other identifiers (roof rack, window stickers, toolbox, and more).
• The data captured by the Flock cameras is uploaded to Flock’s database. Stored data can be accessed by multiple agencies, including out-of-area or out-of-state agencies, with limited local control.
• Law enforcement does not require a warrant to lookup data about your vehicle in the Flock database.
• The standard data retention period is 30 days, but can be as long as 1 year with local government approval. As a resident of Lapeer County, there will be never be a 30-day period where I will not be in the Flock database, as I live, work, and travel in the county almost daily.
• These types of systems promote a surveillance state and shift policing away from targeted, evidence-based methods.
• The long-term collection of travel patters can reveal sensitive personal details such as where you live, work, go to church, medical visits, and political activities.
• Mission Creep - these types of systems often expand in scope beyond their original purpose with little public input or oversight.
• Multiple municipalities have either cancelled or rejected the Flock LRP cameras over security and privacy concerns. The City of Ferndale, MI is currently debating the removal of their Flock LRP camera system.
• Flock LRP cameras are sold to neighborhood HOAs, businesses, and schools in addition to law enforcement agencies. Your data will available to people outside of law enforcement agencies.

The Lapeer County Tea Party is hosting a meeting with Sheriff Scott McKenna to provide more information about the Flock LPR Camera system and allow the public to ask questions. This meeting will be help on Wednesday, January 14th, at the Deerfield Township Hall (on the second floor), at 7:00 PM.
