Dear Neighbor,
As you may have heard over the weekend, the U.S. attacked Venezuela, and captured Nicolás Maduro. Like many of you, this is very concerning to me. I want to emphasize that this is a layered, complex situation with serious consequences.
There is no question that Nicolás Maduro is a dictator who has brutalized his people and dismantled Venezuelan democracy. The Venezuelan people deserve freedom, self-determination, and the rule of law – just as all people do.
However, our Constitution is clear – the power to declare war belongs to Congress. No president has the authority to unilaterally launch military operations simply because they believe it is justified. Every member of Congress has a duty to call out President Trump's blatant violation of our Constitution.
This president has time and time again disregarded our Constitution and democratic values. He needs to be stopped immediately.
That is why last month, Democrats introduced legislation in the House and Senate to block the Trump Administration from engaging in hostilities in or against Venezuela. I, and 207 other Democrats and 3 Republicans, voted in favor of this legislation. But, in the end, it unfortunately failed to pass the House because my Republican colleagues have abdicated their Constitutional responsibilities, turning a blind eye to the president’s blatant abuse of executive power.
The president has a duty to inform Congress of any military actions, yet critical questions remain unanswered. Instead of briefing Congress first, the president informed oil companies of his intentions – making clear that this invasion was driven by oil. His rhetoric and so-called “Donroe Doctrine” signals a troubling vision of renewed American imperialism in Latin America, one that history has shown leads to instability, violence, and endless wars. We have seen the horrific consequences of this approach in the Middle East, and I do not want to see America dragged into another forever war that puts our service members’ lives at risk.
The president is trying to paint this as a crackdown on drug trafficking. That is simply not true. Just a few weeks ago, the President pardoned the former president of Honduras, who was convicted of moving 400 tons of cocaine through Honduras to the United States. It is clear that this president cares more about protecting his own political interests, rather than American lives.
NATO and the international system depend on the U.S. to act responsibly and transparently. But with the United States' actions lately, it is leaving our allies wondering whether the U.S. is truly committed to preserving our relationships and whether our country will take impulsive actions against other nations, including Mexico and Greenland, which President Trump has already threatened.
Lastly, Congress and the president are supposed to work for YOU, the people. Issues like affordability are on the back burner because Republicans are more worried about inserting the United States into an unnecessary conflict with another country. Millions of Americans are losing their health care. This month, Affordable Care Act premium tax credits expired. Renewing these tax credits would prevent my constituents’ healthcare premiums from DOUBLING - forcing folks to choose between paying for food and housing over their medical care. That is not American First.
As I continue to monitor the situation abroad closely, I am committed to ensuring that your voice is heard. I will continue to fight in Congress to make your life better here at home.

Como habrán escuchado durante el fin de semana, Estados Unidos atacó a Venezuela y capturó a Nicolás Maduro. Al igual que muchos de ustedes, esto me preocupa profundamente. Quiero enfatizar que se trata de una situación compleja y con múltiples capas, con consecuencias serias.
No hay duda de que Nicolás Maduro es un dictador que ha brutalizado a su pueblo y ha desmantelado la democracia venezolana. El pueblo venezolano merece libertad, autodeterminación y el respeto al estado de derecho, al igual que todas las personas.
Sin embargo, nuestra Constitución es clara: el poder de declarar la guerra pertenece al Congreso. Ningún presidente tiene la autoridad de lanzar operaciones militares unilateralmente solo porque crea que están justificadas. Cada miembro del Congreso tiene el deber de denunciar la flagrante violación de la Constitución por parte del presidente Trump.
Este presidente ha ignorado nuestra Constitución y los valores democráticos una y otra vez. Debe ser detenido de inmediato.
Por eso, el mes pasado, los demócratas presentamos legislación en la Cámara y el Senado para impedir que la Administración Trump se involucrara en hostilidades dentro o contra Venezuela. Yo, junto con 207 demócratas más y 3 republicanos, voté a favor de esta legislación. Pero, lamentablemente, al final no pasó en la Cámara porque mis colegas republicanos han abandonado sus responsabilidades constitucionales, haciendo la vista gorda ante el flagrante abuso del poder ejecutivo por parte del presidente.
El presidente tiene la obligación de informar al Congreso sobre cualquier acción militar, y aún quedan preguntas críticas sin respuesta. En lugar de informar primero al Congreso, el presidente comunicó sus intenciones a las compañías petroleras, dejando claro que esta invasión estaba motivada por el petróleo. Su retórica y la llamada “Doctrina Donroe” señalan una preocupante visión de un renovado imperialismo estadounidense en América Latina, que la historia ha demostrado que conduce a la inestabilidad, la violencia y guerras interminables. Hemos visto las horribles consecuencias de este enfoque en Medio Oriente, y no quiero que Estados Unidos sea arrastrado a otra “guerra eterna” que ponga en riesgo la vida de nuestros miembros del servicio.
El presidente intenta presentar esto como una medida contra el narcotráfico. Eso simplemente no es cierto. Hace apenas unas semanas, el presidente indultó al expresidente de Honduras, quien fue condenado por transportar 400 toneladas de cocaína a través de Honduras hacia Estados Unidos. Está claro que a este presidente le importan más sus propios intereses políticos que las vidas de los estadounidenses.
La OTAN y el sistema internacional dependen de que Estados Unidos actúe de manera responsable y transparente. Pero con las acciones recientes de nuestro país, nuestros aliados se preguntan si Estados Unidos está realmente comprometido con preservar nuestras relaciones y si actuaremos de manera impulsiva contra otras naciones, incluyendo México y Groenlandia, a los que el presidente Trump ya ha amenazado.
Por último, el Congreso y el presidente deben trabajar para USTEDES, el pueblo. Problemas como la asequibilidad de la atención médica han quedado en segundo plano porque los republicanos están más preocupados por involucrar a Estados Unidos en un conflicto innecesario con otro país. Millones de estadounidenses están perdiendo su cobertura médica. Este mes, los créditos fiscales para primas del Affordable Care Act expiraron. Renovar estos créditos evitaría que las primas de salud de mis constituyentes SE DUPLIQUEN, obligando a la gente a elegir entre pagar alimentos y vivienda o su atención médica. Eso no es “America First”.
Mientras continúo monitoreando la situación internacional de cerca, estoy comprometida a asegurar que su voz sea escuchada. Seguiré luchando en el Congreso para mejorar su vida aquí en casa.
