NNIRR Condemns Fatal ICE Shooting in Minneapolis; Calls for an End to DHS' Reckless and Violent Presence in Our Communities

The National Network for Immigrant and Refugee Rights (NNIRR) condemns the Trump Administration’s ICE enforcement operation that has resulted in the murder of Renee Nicole Good, a 37-year-old mother and U.S. citizen, who was killed January 7 during a “deportation sweep” in a Minneapolis, Minnesota residential neighborhood. Incredibly, another two people were shot by Border Patrol agents the following day in Portland, Oregon. The circumstances are being investigated.

Statements by Kristi Noem, President Trump and MAGA Republicans that the ICE agent who fired the deadly shots in Minneapolis acted in self-defense are contradicted by eye witnesses and videos taken by immigrant defenders at the scene.

Minneapolis city officials have denounced the use of deadly force against an unarmed civilian who posed no imminent threat as she exercised her free speech rights. The shooting occurred as part of a significant escalation of ICE activity in Minnesota, where Trump has vowed to increase its deployment of federal agents in addition to the 2000 federal agents already in the area.

This killing is not an isolated incident. In 2025, at least 32 people died in ICE custody—the highest number in more than two decades. ICE and Border Patrol agents recklessly use force during raids, traffic stops, and community encounters, resulting in serious injury and death, while operating with impunity.

ICE and BP’s increasingly chaotic militarized tactics—including the use of unmarked vehicles, heavily armed agents, and aggressive neighborhood operations— terrorizes our communities.

We are in solidarity with the national chorus of voices condemning ICE’s brazen disregard for human life, and support the Minneapolis community’s demand that ICE leave immediately. We are extremely grateful to the human rights defenders and observers – like Renee Good -who bravely bear witness and document ICE and Border Patrol's gestapo tactics. Were it not for their presence we would not have the damming video of murder of Ms Good at the hands of ICE.

NNIRR urges everyone to call the White House Comments Line at 202-456-1111 or the main switchboard at 202-456-1414 as well as the Congress Switchboard at 202-224-3121 to demand:

  • The arrest of the offending officer and a full, transparent, and independent investigation into the killing of Renee Nicole Good. No impunity for ICE agents.
  • An end to ICE and other federal enforcement agents in our neighborhoods and cities.
  • Congressional action to stop funding for immigration enforcement and detention.

NNIRR stands in solidarity with Ms. Good’s family, the city of Minneapolis, and with human rights defenders everywhere. We join the growing national call to end immigration enforcement, detentions, and deportations. Legalization for our undocumented neighbors.
