WILL Deputy Counsel Dan Lennington testified before lawmakers this week in support of the Equality Amendment to ban all race-based quotas and DEI in the state of Wisconsin. This amendment prohibits race-based preferences in public employment, education, and contracting to align state law with constitutional principles. WILL’s “Equality for All Agenda” report identifies 40 specific state laws and 11 quotas that currently discriminate based on race. Wisconsin can achieve a truly colorblind society by passing this legislation and upholding our state and federal Constitutions. Read the full testimony HERE. WILL Pushes for Legislation to Lower Health Costs Also this week, WILL Policy Director Kyle Koenen testified before a Senate Committee on regulatory reform in support of SB 383 to advance greater healthcare price transparency. Wisconsin hospital prices currently rank fifth highest in the nation with only 30% of the state's hospitals complying with federal transparency mandates. SB 383 provides a state-level enforcement mechanism to ensure hospitals finally comply with transparency rules already established by the federal government. In a statewide survey, 70% of Wisconsinites said hospitals charge too much and 64% said the same about health insurance companies. If passed, this bill will help cut down on high healthcare costs that so many Wisconsinites are looking for. Wisconsin Coalition Backs Red Tape Reset A wide coalition of free market groups and associations representing Wisconsin’s largest job creators are calling on the Wisconsin Legislature to vote on a legislative package known as the “Red Tape Reset.” The package includes: AB 274/ SB 277 - Seven-Year Sunset: This legislation requires every state regulation to expire after seven years unless an agency can prove its continued necessity and statutory authority. AB 275/ SB 276 - Fee Shifting for Unlawful Rules: This bill allows citizens to recover attorney fees when they successfully challenge an unlawfully adopted rule, lowering the financial barrier to holding agencies accountable. AB 276/ SB 275 - Strengthened Scope Statements: Requires one scope statement per rule and sets a 60-day expiration for emergency rule scope statements to restore early notice, transparency, and legislative awareness. AB 277/ SB 289 - Regulatory Budgeting: Requires agencies proposing costly new rules to identify offsetting reductions by modifying or repealing existing rules. If they cannot, the new regulation cannot take effect without an affirmative vote from the Legislature. The Legislature now has a timely opportunity to advance these critical reforms that support small businesses, strengthen Wisconsin’s economy, and restore proper constitutional checks and balances.
