2025 End of Year Wrap Up

It has been my honor to represent the people of the Texas 21st Congressional District in Congress for 2025, and together we have accomplished so much. This past year, our district team worked on overdrive to serve our community, closing out 1,428 cases for constituents. 

Further, in 2025 I introduced 46 pieces of legislation, with 6 passing on the floor of the House of Representatives, including H.R. 22, the SAVE Act, H.R. 23, the Illegitimate Court Counteraction Act, and H.R. 2159, the Count the Crime to Cut Act. Importantly, I am proud of our Hill Country community’s valorous response to the horrific flooding on July 4th and am grateful for the support of my colleagues in Congress to help pass H.Res. 782, the Expressing condolences and support for the victims of the July 4th flooding in Texas, honoring acts of heroism, and committing to stand with those impacted by these floods.

Additionally, 2025 also marked historic wins nationally with the return of President Trump to the White House. With our borders finally the most secure they have been in decades, illegal entry has fallen by 99%, and mass deportations have eclipsed 2.5 million, continuing to grow by the day. The state of our Nation and district is strong, and I look forward to an even stronger 2026.

2026 Outlook

As 2026 begins, I am determined to continue pushing for conservative legislative victories. In particular, I urge Congress to pass House Republicans’ 118th Congress signature package, H.R. 2, which would codify border security measures and ensure no future administration could open our borders. 

I also have urgent pending legislation like H.R.6225, the PAUSE Act, H.R.5722, the Preserving a Sharia-Free America Act, and H.R.5106, the Restore Trust in Congress Act. This legislation is vital to ensure continued conservative legislative dominance. The PAUSE Act enacts a moratorium on all immigration until certain benchmarks, like reforming birthright citizenship and ending H-1B abuse, are enacted. The Preserving a Sharia-Free America Act is a strong measure to protect our country from an influx of radical Islamists. As we’ve already seen with the Somali fraud operations in Minnesota, and radical Islamic groups in New York, California, and, sadly, Texas, every measure to protect against the importation of Sharia Law adherents is desperately needed. 

Finally, the Restore Trust in Congress Act is landmark legislation I first introduced in 2019. This legislation institutes strong prohibitions on Members of Congress’ ability to actively day trade stocks, ensuring Americans know their Representatives are not using their offices to enrich themselves. These bills are just the tip of the spear, and I have 37 other bills targeting issues in healthcare, government spending, education, and more that I am working on moving to the floor to deliver for the people of the 21st Congressional District of Texas in 2026.

The Arrest of Narco-Leader Maduro in Venezuela

In the hours after the arrest of Venezuela’s Narco-Leader Maduro, I spoke with President Trump’s administration about the operation, codenamed ‘Absolute Resolve’. President Trump emphasized the mission’s law enforcement focus, outlining how the Department of War's Special Forces assisted FBI and DEA agents in capturing and arresting Nicholas Maduro. President Trump expressed his desire for peace and stability in the region, and I look forward to continued dialogue on how to further American strategic objectives while keeping our troops safe. 

Rep. Roy on Operation Absolute Resolve: “I spoke with President Trump’s administration this morning & as Secretary Rubio made clear, the strike in Venezuela defended US personnel arresting Maduro after off-ramps rejected. The “TRUMP DOCTRINE” puts America First in the Western Hemisphere - taking out drug cartels, & promoting free markets & democracy.”

Official Launch of the Sharia Free America Caucus

I joined my friend, Congressman Keith Self (TX-03), in officially launching the Sharia-Free America Caucus in the House of Representatives. This Caucus represents an effort to counter the alarming rise of Sharia Law in the United States. Sharia is a dominating force that is not compatible with the U.S. Constitution. The formation of the Caucus has earned the support of U.S. Senator Tommy Tuberville—the leading voice in the Senate against Sharia. Throughout this Congress, I have been dedicated to countering the dangerous spread of Sharia in America, with my H.R. 5722, the Preserving A Sharia Free America Act, gaining momentum and being a key piece of legislation leading to the establishment of this Caucus.

Rep Roy on The Sharia Free America Caucus: "America is facing a threat that directly attacks our Constitution and our Western values: the spread of Sharia law. From Texas to every state in this constitutional republic, instances of Sharia adherents masquerading as 'refugees'—and in many cases, sleeper cells connected to terrorist organizations—are threatening the American way of life. Those who succumb to this political ideology seek to replace our legal system and Constitution. Under Sharia law, there is no freedom of speech, religion, or women's rights. Europe should be a wake-up call to America, showing what the spread of Sharia law looks like. America's immigration system must brace to take on this battle, not only to preserve our constitutional republic but to take charge in the spiritual warfare and defend our Judeo-Christian values. I am proud to co-chair this caucus with Keith Self, as it is important that our colleagues know the state of play; the preservation of America, Western civilization, and its people depend on it."

Letter to House Leadership Pushing for a Vote on H.R. 2

I joined 17 of my Republican colleagues in writing a letter to House Leadership urging them to bring to the floor H. R. 2, the Secure Border Act, for a vote. H.R. 2 was passed by House Republicans during the 118th Congress, during the Biden Administration, and represents Republicans’ signature border security legislation. H.R. 2 would codify President Trump’s border security achievements through the next administration and beyond, ensuring that our border remains safe and secure, no matter who occupies the Oval Office.

Rep. Roy and Colleagues to House Leadership: "Under the Trump administration, illegal border crossings have fallen to record lows, as the administration has ended the absurd practice of releasing large numbers of economic illegal aliens into the interior, signaling to the world that catch-and-release is over. President Trump and his administration should be commended for ending the worst border crisis in recent history by obtaining reasonable control of our borders through sound policies.

To that end, the House of Representatives must finish what it started last Congress by passing H.R. 2 again and sending it to the Senate before another anti-borders administration exploits the loopholes in current law, which is what the Biden administration did, and unleashes another border crisis on the American people. Our nation is still reeling from the effects of mass, unchecked illegal immigration from the past four years, and will likely continue to feel those consequences for years to come.

H.R. 2 contains the policy fixes that would prevent a crisis from recurring by fixing longstanding policy gaps in our asylum system, ending mass parole, ensuring aliens are detained at the border, enrolled into a safe-third-country, or turned away if operational control cannot be achieved."

Committee Hearing on the SPLC’s Influence on Federal Civil Rights Policy 

I recently chaired the House Judiciary Subcommittee on the Constitution and Limited Government’s hearing entitled, "Partisan and Profitable: The SPLC's Influence on Federal Civil Rights Policy". During our hearing, we examined the Southern Poverty Law Center's (SPLC) coordinated efforts with the Biden-Harris Administration to target Christian and conservative Americans and deprive them of their constitutional rights to free speech and free association. The hearing also examined SPLC's history, funding, and work to silence conservative and Christian Americans for their beliefs. We were joined by witnesses: Andrew Sypher, Executive Vice President of Field Operations, Turning Point USA; Tony Perkins, President, Family Research Council; Tyler O'Neil, Senior Editor, The Daily Signal; and Amanda Tyler, Executive Director, Baptist Joint Committee for Religious Liberty.

Rep. Roy during the Hearing: "The SPLC has reinvented itself as a political fundraising machine built on an ever-expanding, ideologically defined hate mission. Since 2000, the SPLC has published what it calls a 'hate map,' a physical, nationwide map that places bright red markers over the approximate location of designated “hate groups” across America. The map is updated annually, amplified to the media, and used by activists and even federal agencies as if it were a neutral intelligence product.

How did we arrive at a point where a tax-exempt political organization can smear mainstream, faith-based groups, parental rights advocates, even Muslims who reject terrorism, or student groups like Turning Point USA, and virtually anyone else who disagrees with its far-left ideology as 'extremists'?

It is a political weapon masquerading as a public interest watchdog; SPLC leadership openly admits as such. A spokesman stating plainly: 'our aim in life is to destroy these groups, completely destroy them."

SPEED Act Passes the House

In late December, the House Rules Committee advanced H.R. 4766, the SPEED Act, to the House Floor for a vote. The SPEED Act seeks to fast-track the permitting process so that we can fully unlock our nation’s vast energy resources. I offered three amendments to the bill, which were made in order for a vote on the House floor. Those amendments would have eliminated ‘clean energy’ subsidies passed in Biden’s ‘Inflation Reduction Act’,  revised the scope of the review clause so the bill clarifies that a NEPA review only applies to environmental impacts that the lead agency or cooperating federal agencies have the legal authority to regulate, defined further what significant effects will trigger an Environmental Impact Statement (EIS), and clarified that direct harm does not include emotional, aesthetic, or recreational harm unaccompanied by a material physical or property harm.

Rep. Roy on the SPEED Act: “The reason we’re here—the reason we have this legislation on the floor—is that NEPA is egregiously broken. SPEED, which has been brought to the floor by the Chairman, places commonsense caps on how long an EIS can take, and this amendment goes further to restrict what triggers this lengthy, onerous process.

Under the current runaway practice, NEPA reviews delay reliable energy projects by 3.9 years. Think about that. You want to know why we have difficulty in getting affordable energy? All of these reviews, all of this cumbersome process, have delayed the ability for people to come together and produce energy for themselves—the energy that allows us to be in a heated facility, to live with the benefits of modern life, to have hospitals powered, cars that function, and homes that are heated and cooled.

When you add this four-year, lengthy addition through an EIS—an environmental impact statement—you make it more difficult. America must be able to get energy projects up and running and on the grid if we’re going to compete on the global stage and continue to enjoy the benefits of modern life. This amendment addresses the most onerous part of the currently bloated NEPA process.”

House Passes Healthcare Reform Package

The House Rules Committee also advanced H.R. 6703, the Lower Health Care Premiums for All Americans Act, which was then passed by the full House. H.R. 6703 would expand Association Health Plans (AHPs) for small businesses, increase Pharmacy Benefit Manager (PBM) transparency and reduce their power, and make changes to ACA marketplace rules by funding cost-sharing subsidies to reduce premiums and out-of-pocket costs.

While I am pleased the bill did not extend the insurance company subsidies, otherwise known as the extended tax credits, I believe the reforms could have gone much further. I expressed my concerns to House leadership and the Rules Committee. I remain committed to ensuring that Americans have true Healthcare Freedom and fully supported Healthcare Savings Accounts (HSAs).

Rep. Roy on H.R. 6703 in the Rules Committee: “Now we're sitting here, and we're listening to nonsense about health care, where my colleagues on the other side of the aisle sit here saying, 'Well, you guys aren't doing anything about the massive, expensive cost of health care.' Why do you think it's expensive? Because you literally cut a deal with insurance companies to run health care...

And yet, Republicans will complain about it, and then they'll offer milquetoast garbage like we're offering this week, and then go home at Christmas and say, 'Look at what we're doing, we’re campaigning on reducing health care.

Well, congratulations. At some point people will look at this body and say, 'Maybe we should get rid of all 435 members of the House and all 100 members of the Senate, and start over, because Congress is literally failing the American people.”

Jimmy Friesenhahn’s Heroic Recovery 

On December 17th, we learned that Jimmy Friesenhahn regained his voice after being horrifically shot by an illegal alien. Jimmy is a proud member of our community and a U.S. Marine Corps Veteran of 14 years. Working as a security guard after his honorable retirement from the Marines, Jimmy was shot by an illegal alien while doing his job and keeping our community safe. Jimmy’s injuries were severe, and I speak for the whole of the Texas 21st Congressional district in expressing how happy we are to see his recovery progressing.

Rep. Roy on Jimmy’s Recovery: “Right now Jimmy Friesenhahn, a proud father who honorably served our country in the U.S. Marine Corps, regained a portion of his speaking abilities after stopping a career criminal illegal alien allegedly carrying a prohibited firearm. He’s an American hero.”

Happy New Years

With the beginning of the year of our Lord 2026 upon us, I am praying that all my constituents have a happy and healthy year ahead. Although we are facing struggles in our journey, I am comforted by the constant presence of the Most High and his guiding light. Whether you have a New Year's resolution or not, or whether you have already broken it or are on the steady path, I pray we all grow in 2026, not only personally, but spiritually as well.

As we ring in 2026, we also celebrate America’s Semi-quincentennial, or 250th anniversary. In seven months, it will have been 250 years since 56 brave patriots put their pens to paper and lives on the line by signing the Declaration of Independence. In the two and a half centuries since, America has grown into the envy of the world. Achieving the most robust economy, the greatest level of liberty, and the longest duration of peace and prosperity for citizens in human history. I am proud to carry forth the torch that our founding fathers bestowed upon us and hope you will join me in the remarkable celebrations planned throughout this year. 

Below you will find beautiful imagery of the Washington Monument lit up with scenery for the first time. I eagerly await the other festivities President Trump will announce to commemorate this historic year.
