On New Year's Eve, the Higher Planning Council of the Israeli Civil Administration held its final meeting of the year to advance plans for 1,033 housing units across the West Bank. This concluded the most egregious year of settlement growth in West Bank history, with a total of 28,163 housing units approved in 2025.

In 2026 we must continue to fight back against annexation with more determination and energy than ever. At the end of last year, I wrote to you about the letter Senator Welch and Representative Khanna are circulating, urging Secretary of State Rubio to push back against Israeli efforts to apply sovereignty or to annex parts of the West Bank. It calls on the administration to oppose settlement construction in E-1, oppose the pro-annexation Knesset bills, and to reinstate the Biden-era sanctions against violent settlers.
