They continue to recruit, train, and orchestrate attacks that reach beyond South Asia into Central Asia and the Middle East. Pakistan has lost over 80,000 lives in its counterterrorism efforts and is acutely aware of this threat. Afghanistan’s ungoverned spaces have become sanctuaries for the resurgence of militant activity.
