The Texas Commission of Licensing and Regulation adopted amendments to existing rules at 16 Texas Administrative Code (TAC), Chapter 60, Subchapter B, §60.22, and Subchapter C, §60.34, and adopted a new rule at Subchapter C, §60.38, regarding the Procedural Rules of the Commission and the Department.

The adopted rules implement House Bill (HB) 11, 89th Legislature, Regular Session (2025). The bill amends the Department’s enabling act, Chapter 51, Occupations Code, to require the Department to maximize the creation of occupational license reciprocity agreements with licensing authorities in other states. These rules are necessary to aid the Department to affirmatively seek to create more reciprocity agreements by providing clear notice to other jurisdictions of the criteria and conditions the Department will examine and consider going forward.

The adoption justification was published in the January 2, 2026, issue of the Texas Register (51 TexReg 121). The updated rule chapter will be available in the Texas Administrative Code upon its effective date of January 15, 2026.
