Library Capital Improvement Program now accepting applications until April 15

Funding available to acquire, construct or rehabilitate library facilities

Commerce is now accepting applications for the 2027-29 Library Capital Improvement Program (LCIP). These competitive grants can fund up to 50% of eligible capital costs, up to $2 million per project to acquire, construct or rehabilitate library facilities.

Funding details

Facilities eligible for LCIP funding must be a public library operated by governmental units as defined in RCW 27.12.010. Applicants may be the public entity that operates the library, or be in partnership with the operator, such as a nonprofit community-based organization. In addition:

  • Priority is given to facilities that are:
    • listed on a local, state or federal register of historic places, and
    • located in distressed areas as determined by the Employment Security Department or rural counties as determined by the Office of Financial Management.
  • A one-to-one match is required, and LCIP may finance up to 50% of eligible costs at a maximum $2 million per project.
  • LCIP may submit a recommended project list of up to $10 million to the governor and Legislature for funding consideration in the 2027-29 State Capital Budget.
  • Applications are due by April 15 and must be submitted electronically through ZoomGrants.
