In a week’s time, I’ll be headed to Richmond for the 2026 General Assembly Session. I am excited about this opportunity to pass legislation that I’ve been working on for many years - that will make life in Virginia easier, safer, and fairer. This week, you have several opportunities to join me and your other elected officials to learn about our legislation and share your concerns. Please join me for one or all of three legislative town halls this week.

Happy new year! I hope you had an enjoyable and peaceful holiday season. I’ve received many emails asking me to speak out against the federal Administration’s actions in Venezuela. I am opposed to the use of our troops in Venezuela. I’ve reached out to our federal legislators, as you should, to ask that they require our President to follow the rule of law. You know that I am committed to working for peace throughout our state, nation, and world.

Legislative Updates

 

Work continues on my 2026 legislative slate. We are limited to 25 bills plus any bills recommended by a commission. So far, I have introduced one bill and one resolution - two of my highest priorities. I have drafted more than 30 bills and will introduce 26 total and then transfer the rest to other legislators. The final changes are due in a few days and most bills will be filed by the opening day of session, January 14th.

Public Hearing re Governor Youngkin’s Proposed 2026 - 2028 Biennial State Budget

 

Wednesday, January 7, 2026 - virtual hearings will begin at 10 am. There will be four separate virtual hearings with legislators from each region participating as follows: Northern Virginia; Western Virginia; Hampton Roads; Central Virginia (Richmond). The public may sign up to speak for one of the virtual public hearings on Tuesday, January 6, 2026, beginning at 8 am through 4 pm.

 

Please check the House Appropriations or Senate Finance and Appropriations Committee websites for the latest information on registration. 

 

Fairfax Delegation Pre Session Legislative Hearing

 

The Fairfax County delegation to the General Assembly will hold a public hearing regarding the upcoming 2026 session on Saturday, January 10, at 9 am in the Board Auditorium at the Fairfax County Government Center, 12000 Government Center Parkway, Fairfax with parking available in front of the Government Center Building.  Fairfax County is assisting with the logistics of the delegation’s event.  Fairfax County residents who want to sign up in advance to speak at the hearing should register online using this form or contact the Department of Clerk Services at 703-324-3151, TTY 711, by Thursday, January 8, at noon.  Press Release: Emergency Motion to Defend In-State Tuition for Immigrant Students

 

Over the holidays, we received news that the federal Administration sued Virginia, claiming that our law that allows undocumented students with ties to Virginia to pay in-state tuition is unconstitutional. I passed that legislation in 2020 - it is carefully crafted to ensure that it is constitutional and treats all students with ties to Virginia in the same manner. Further, the law ensures that all students can work to their full potential. We all benefit when each of us is able to learn and to contribute. Learn more here.

 

AG Miyares chose not to defend Virginia as he nears the end of his term. Others have stepped up, including the Legal Aid Justice Center and the ACLU of Virginia, which are providing pro bono representation in this case on behalf of the Dream Project. Please support them if you can.
