Canada Further Extends and Expands Wage Subsidy

Certain employers may now be able to receive the Canada Emergency Wage Subsidy for an extended period of time. The government said it would extend the deadline until December 19, 2020, although it only provided details to November 21, 2020.

The government also proposed other new changes to the wage subsidy on July 17, 2020, including new measures to expand the eligibility to employers who do not meet the previous 30% revenue threshold and to replace the subsidy with a new two-part subsidy consisting of a “base” and “top-up” amount. Under the new rules, the amount of the wage subsidy an eligible employer could qualify for would vary depending on their revenue decline, with a maximum combined subsidy of up to 85% of eligible remuneration.

These proposals are based on feedback received from a recent public consultation on the subsidy and are generally intended to apply beginning with the current July reporting period.

Advocacy Update

Bill 23, the Workers' Compensation Amendment Act, was introduced in the Legislature on July 14. Several business associations, including CHBA BC, have contacted the government with concerns. In particular, imposing any new costs on businesses during B.C.'s economic recovery period. You can read the letter from CHBA BC here.

CHBA BC also submitted to the COVID-19 Economic Recovery consultation, with solutions for new construction and renovations. The government response to this consultation is expected in September. You can read the CHBA BC submission here.

Rental Repayment Plan Framework Announced by the Government of B.C.

The Province has laid out the details of a repayment framework to be put in place later this summer, helping renters and landlords to transition and tenants in arrears to maintain their housing when the ban on evictions for non-payment of rent is lifted ahead of Sept. 1, 2020.

To ensure renters have a reasonable timeframe to pay back any rent they owe from the emergency, the Province is putting in place a repayment framework. The framework will apply once the ban on issuing evictions for non-payment of rent is lifted. It requires the landlord to give the tenant until July 2021 to repay any outstanding rent, as long as monthly instalments are paid.
