• GovTrack updated its analysis of the candidates with the highest percentage of missed votes in the Senate since the beginning of the year. Cory Booker had the highest percentage at 47 percent. Three other candidates had more than 40 percent missed votes: Kamala Harris, Bernie Sanders, and Kirsten Gillibrand.

• Joe Biden released a new campaign ad in Iowa defending the Affordable Care Act. It is part of a six-figure ad campaign in the state.

• Steve Bullock announced 13 new policy advisers, including several Obama administration alumni Monday. He also attended a fundraiser in Seattle.
